"the time is right for this community to come together and form programs that can be proactive rather than continually reactive" michael overway/charco homeless coalition
the homeless coalition and other partners starting taking proactive steps two years ago when they began putting this plan together.
it identifies five strategies to end homelessness: prevention, health, economic stability, outreach, and housing.
"for this strategy it's crucial to partner with other organizations and have support of the county government" david justiniano/10 year plan coordinator
the county gave its support at tuesday's meeting.
commissioners unanimously approved moving forward with the plan.
"i think this is something we have to do if we're really going to ameliorate this problem and move ahead into the future" commissioner stephen r. deutsch/charlotte county
there will be no financial contribution from the county yet - the next step is to form subcommittees to implement each of the five strategies.
"we have to get members of this community actively engaged now" michael overway/charco homeless coalition
the plan won't just help the people living at this shelter, but also people living in tents and low income residents in the county.
"if we can improve the lives of the homeless and extremely low income populations, it benefits all of us" michael overway/charco homeless coalition

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.
IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.
HOT AND DRY WEATHER AHEAD
We'll be leaving the rain chances behind for a few days now that some dry, stable air is starting to settle over Southwest Florida.
As our rain chances dip for the rest of the week and drier air moves into the area, our temperatures will be on the rise.
Thursday and Friday most of us warm to the middle 90s. Even though our upper atmosphere will be drying out, we'll still notice high humidity close to the surface, making those afternoons in the mid 90s feel like we're between 100-105 degrees.
With temperatures this high it's always possible for a rogue storm to develop during the heat of the day, but the chance of any one place getting hit by a storm will be close to 10% from now through the upcoming weekend.
Our overnights for the rest of the week will continue to be warm, muggy, and mostly clear with temperatures only cooling to the mid to upper 70s on most nights.
For the boaters and beach goers, this all stacks up to nice conditions for you!
After the weekend, enough moisture will build back into Southwest Florida to produce at least some isolated afternoon thunderstorms, so rain chances should start to bump up a little by Monday.
In the tropics, there are no threats to Southwest Florida, but a tropical wave in the north central Atlantic will have a small window of opportunity to become a named storm before it moves over cooler waters and weakens. Elsewhere, there's a strong tropical wave moving off the coast of Africa that's worth watching, but the environment upstream over the Eastern Atlantic looks a little too hostile for strengthening at this point.

AND RUMMAGING THROUGH THE TRASH.
The bears are walking like they're resident in the neighborhood so it's pretty scary."
"they go from garbage to garbage to garbage. "
IN JANUARY THIS BEAR WAS CAUGHT AND RELOCATED AFTER GETTING TOO COMFERTABLE AT THE COMPLEX.
SINCE THEN, AVENTINE HAS BEAR-PROOFED ALL OF THEIR DUMPSTERS--
AND EVEN PUT UP SIGNS URGING RESIDENTS TO KEEP THEM CLOSED--
BUT THAT HASN'T KEPT THE ANIMALS AWAY.
20:13 I've seen him jump into the garbage and pull out huge bags."
THIS PICTURE SHOWS A TRAIL OF TRASH LEFT BEHIND BY THE BEARS IN THE WOODS.
RESIDENTS SAY IT'S EASY PICKINGS BECAUSE PEOPLE ALWAYS LEAVE THE DUMPSTERS WIDE OPEN.
SOME EVEN FEED THE BEARS.
"That's just dangerous, that's just one slap away from death."
FWC OFFICIALS SAY THE BEARS ARE COMING OUT IN BROAD DAYLIGHT--
A SIGN THEY'RE COMFERTABLE AROUNE PEOPLE--
SO THEY WANT TO RELEOCATE THE BEARS JUST TO BE SAFE.
FWC biologists will use a bait bag filled w dog food to lure the bear in. Nat. Once inside, they tranquilize the bear and haze it when it wakes up."
"The effort there is to try and capture these animals and use adversive conditioning, a type of hazing, to alter that behavior and make them more scared of humans
RESIDENTS SAY THEY WANT THE BEARS OUT BEFORE THE SITUATION TURNS IN TO BAD NEWS.
28:00 I think they should be moved just to keep everybody in the neighborhood safe. Especially little kids, that's what I worry about."
