Kristin Shiner is used to fighting crime as a deputy behind the walls of the collier county jail.but Wednesday crime met her in her Cape Coral neighborhood.

16:48

I heard two gun shots. I saw a gentleman running down the street saying all 911.

Shiner says she instantly jumped into action.

17:26

Just an instinct. I just automatically jumped to my feet and ran to my gun. I knew someone was injured.

Her instincts were right.

Nicholas Rainey-a door to door meat salesman- was on the ground bleeding after being shot multiple times-taking some of his last breaths.

17:59

I tried to get him to talk to me and at that point I head the charging of a weapon. I heard the slide sliding.

She says she saw Kenneth Roop armed with a gun-and she says he didn't give up easy.

21:23

I identified myself as a collier county sheriff deputy. I ordered him to put down his gun three times. The third time he put down his gun and put his hands up.

Shiner says she's no hero. But her daughter who came to the scene with her to try and save the victim-and several of her neighbors say she definitely is.

22:23

I'm excited to see my oldest daughter to say in her hero now and she may follow me in law enforcement.

there aren't words to describe russell myers' pain-

51:04 russell "she's just wonderful to everybody."

GRIEFSTRIKEN AND in a state of shock as he talks about finding the love of his life-

55 year-old debbie striano murdered, inside their san carlos park home.

50:51 russell "never had any enemies"

tuesday night-

debbie's family tells us russell left the house he shared with his girlfriend of more than a decade to go buy their border collie- scruffy- dog food.

when he came back-

is when they say he found her dead.

50:56 russell "i can't really say very much through."

deputies interviewed him and right now- he's not a suspect or person of interest in debbie's killing.

both he and her family say they're clueless as to who would violently murder her.

*take sot* lindsey "i can't even figure out who would want to hurt her- why they would want to hurt her."

while deputies won't say what kind of weapon was used in the homicide- the couple's dog was found at the scene with a 6 inch cut to his neck.

scruffy-

nat

is doing much better now after being rushed to an emergency vet.

Nat

meantime-

the investigation into what happened is in full swing.

we've seen detectives going door to door- even searching through trash.

nat chopper

they've also gotten a birdseye view of the neighborhood.

as the home remains taped off for the 2nd day in a row, in this normally quiet community, both debbie's family and russell want answers, and her killer behind bars.

CITIZENS INSURANCE RATE HIKE-TRX-2SHOT-PUSH-TURN

THIS MAY BE A STARTLING STATISTIC FOR MANY OF OUR VIEWERS--

IF FLORIDA WERE HIT WITH A BIG STORM THIS HURRICANE SEASON--

STATE-BACKED INSURER, CITIZENS PROPERTY, WOULD *NOT HAVE ENOUGH MONEY TO PAY CLAIMS.

TO REDUCE ITS RISK, TOMORROW CITIZENS IS SET TO ASK FOR A RATE INCREASE.

BUT NBC-2 INVESTIGATOR KARLA RAY FOUND OUT--

A *CAP ON HOW MUCH THEY CAN RAISE RATES.WILL COST MOST PEOPLE IN SOUTHWEST FLORIDA *MORE THAN THEY'D PAY OTHERWISE! Return to index of stories...

CITIZENS INSURANCE RATE HIKE-PKG-BNR

LAWMAKERS HAVE CAPPED CITIZENS RATE INCREASES AT 10%-- BUT IF THAT CAP WEREN'T IN PLACE- MOST RATES IN LEE, CHARLOTTE, AND COLLIER WOULD ACTUALLY GO *DOWN.

ON A QUIET MARCO ISLAND STREET--

MICHELLE HURTLEY 53:07 we have lived here for 13 years, and we moved here from Oregon and have lived here ever since. :13

PROTECTING THIS HOME IS A TOP PRIORITY FOR BUSY MILITARY MOM MICHELLE HURTLEY.

MICHELLE HURTLEY 54:13 we learned that there was just one way to go, and that was citizens, and we really didn't think too much about it because there was no other choice. :20

MEANT TO BE THE INSURER OF LAST RESORT-- CITIZENS WAS CREATED *BY THE STATE OF FLORIDA-- WHEN OTHER COMPANIES DIDN'T WANT TO TAKE ON THE RISK OF A PENINSULA STATE.

GARRETT RICHTER 43:20 citizens has become now the insurer of first resort, there's close to one and a half million policy holders, there's a significant amount of risk. :29

GARRETT RICHTER IS THE CHAIRMAN OF THE INSURANCE AND BANKING COMMITTEE FOR THE FLORIDA SENATE.

HE SAYS A CAP ON RATE INCREASES WAS MEANT TO PROTECT CONSUMERS WHO COULDN'T GET COVERAGE FROM OTHER COMPANIES.

BUT NOW IT MEANS CITIZENS CAN'T INCREASE ITS RATES *ENOUGH TO COVER CLAIMS.

GARRETT RICHTER 48:04 anytime government freezes a price below the proper level the marketplace and a sound level, other in the state of Florida- the rest of the citizens and policy holders end up subsidizing that.

THAT'S TRUE FOR CITIZENS CUSTOMERS IN LEE, CHARLOTTE, AND COLLIER COUNTY.

CITIZENS DATA SHOWS WITHOUT A CAP IN PLACE-- RATES *HERE FOR NON-SINKHOLE COVERAGE WOULD ACTUALLY GO DOWN-- AS MUCH AS 37% ON LEE COUNTY'S COAST, AND ALMOST 20% INLAND--

INSTEAD- RATES IN ALL THREE COUNTIES WILL GO UP TO HELP SUBSIDIZE AREAS IN THE STATE WHERE RATES CANNOT BE RAISED *ENOUGH.

LYNNE MCCHRISTIAN 36:29 people should be paying a premium for your homeowners insurance that matches your level of risk and that's what this whole discussion is about. :36

LYNNE MCCHRISTIAN WITH THE INDEPENDENT INSURANCE INSTITUTE SAYS WHILE BLANKET RATE INCREASES MAY NOT SEEM FAIR-- *NOT RAISING RATES WOULD COST *EVERYONE-- IN STATE TAXES.

LYNNE MCCHRISTIAN 35:07 the things people don't understand is we're all citizens of citizens property insurance. whether we have a policy with citizens or not.:15

LEAVING THOSE WHO *DO HAVE CITIZENS TO WONDER WHETHER THEIR PREMIUMS WILL HELP *THEM-- OR SOMEONE *ELSE-- WEATHER A STORM.

MICHELLE HURTLEY 58:21 I happen to live near the beach so I expect to have a higher rate because I've made that choice, but there are people who live a long ways away from the beach which are going to have to pay a difference and that's not right. :31

IT'S IMPORTANT TO NOTE WITHOUT THE CAP IN PLACE-COVERAGE FOR JUST *WIND IN ALL 3 LOCAL COUNTIES WOULD GO UP WELL ABOVE 10%.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

"HOTTER AND DRIER THAN NORMAL"

We're in store for a hotter and drier weather pattern as we round out the work week as a strong ridge of high pressure builds westward from the Atlantic.

Our mornings will start off warm and muggy with temperatures in the upper 70s to low 80s. With plenty of sunshine overhead through the afternoon hours, highs will be running a couple of degrees above the norm as most locations will climb into the middle 90s, with our beach and coastal locations nearing the 90° mark. Combine the actual air temperature with the humidity and the "feels like" temperature will feel a lot hotter than what the thermometer is actually reading. In fact, heat index values will soar into the low 100s.

Due to a drier airmass settling across the Florida peninsula, rain prospects will remain slim to none with the mention of only a late afternoon stray shower.

Not much cooling will take place, as temperatures through the evening hours will be slow to fall. Tonight, expect mostly clear conditions with lows in the upper 70s to near 80° along the coast with mid 70s across our inland communities.

Not much change is in the forecast as we head into the weekend as our weather pattern remains quite stagnant. Rain chances will stay lower than normal as sunshine and hot temperatures dominate through early next week. Return to index of stories...
