As cars pass on Gleason parkway in cape coral -- power pulses overhead through these lines.
Their placement is part of a super charged and super long legal dispute.
Kevin McGrail 3456 "a lawsuit among friends"
Cape coral Council Kevin McGrail tells us -- the city sued LCEC several years ago - over which entity must pay to move electrical equipment during road projects.
The 2005 disagreement involved about 43,000 dollars.
With a recent appeal court victory -- the city could see almost three and an half million dollars returned -- from all the project since.
McGrail 3816 "it will mean those road dollars that were supposed to go into black top instead of moving utilities we'll go into blacktop."
Lcec argues any surge in cash for the city isn't fair.
The power co-op tell us -- they have no input into road projects which typically result in electrified costs for them.
Karen Ryan, LCEC
4308 "when you're talking about relocating power lines. It's basically rebuilding them. The costs add up."
Karen Ryan with LCEC explains -- if the court's decision stands -- they'll work to minimize the impact for those plugged into the grid.
Ryan 4355 "if we have costs to pay, we will find another way to pay them. It may mean we cut back in other area. But will we find a way so our customers don't have increased rates in the future."
As LCEC decides whether to appeal the decision to the fl supreme court -- city leaders hold off their excitement.

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.
IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.
NUMEROUS STORMS POSSIBLE THIS WEEKEND
Overall we've had decent weather the past several days. There have been intervals of showers early that turn to storms by the evening with a lot of sunshine in the middle.
There's a very disorganized cluster of clouds over the northern Gulf. It's the remnants of Hurricane Isaac, and the majority of moisture and storms sit on the south side of the system. I'm forecasting it to move northeast, and that means southwest Florida will get a glance of the storms on Sunday.
Saturday will be a carbon copy of today - quick heavy downpours along the coast around daybreak which roll inland through the day. Each storm cell will contain lots of rain, gusty winds, and possibly lightning.
Tomorrow will also serve as our day of transition. Moisture levels will drastically increase and come early Sunday you'll experience some strong storms accompanied by a thick canopy of clouds. These storms will last all day long; however, Sunday will not be a complete waste. There will be a peak or two of sunshine.
That type of weather pushes over into Monday, too.
Highs this weekend will be lower than norm. Pushing 90 to 91 degrees… If that. Hotter weather will return midweek forward. That's when the rain clears back out and dry air returns. What happens with dry air? It heats up quickly!
Boating conditions will be decent on Saturday, but they'll get rough Sunday and Monday.
There's nothing to worry about in the tropics for now, but if you plan to go to the east coast of Florida you'll experience some strong rip currents as Hurricane Leslie edges past Bermuda.
Also have a heads up if you have friends and family back in the northeast. There's a very good chance of seeing damaging winds and possibly a brief tornado up that way. The threat will last from sun up to sun down on Saturday as a low pressure strengthens around Ontario and Quebec, Canada.

Take pkg--
Naples is home to some massive mansions.
it's very common to have a home that's 6,000 square feet all the way up to 15, 20, 25,000 square feet.
Which makes the task of putting out a fire a little harder.
the city was originally designed around a smaller home than is being built on average these days.
WITH BIGGER HOMES AND SMALLER WATER PIPES-THE CITY HAS TO FIND A SOLUTION- FAST.
As of January first a new State law says THE CITY HAS TO HAVE 1000 GALLONS PER MINUTE OF WATER -IT'S SOMETHING THEY CALL-FIRE FLOW.
Before they never gave us a standard for the amount of water and now they're saying this is the law and you have to have this. Well in certain areas in the city we just don't have that.
the problem is where there are dead in streets and cul-de-sacs along the canals and where the houses are getting bigger.
One suggested solution TO THE FIRE FLOW ISSUE-indoor sprinkler systems.
Reporter: Is it the homeowners responsibility or the city's responsibility?
Gary: That's a great question. Whose responsibility is it? My problem is people have been pating water bolls in this town for 50 years and now you're gonna put it on the home owner?
But some leaders say if commercial properties have to install sprinkler systems so should these massive mansions.
I do think people should have to sprinkle their homes over a certain size.
The city is working to pin point the areas with the worst fire flow.
it's not the whole city. It's not like we have an epidemic here. We have a few areas that have some problems where they can use a little more fire and water flow.
CITY LEADERS ARE EXPECTED TO HAVE A SOLUTION IN THE COMING MONTHS.
In Naples, Saundra Weathers, NBC2.
