The scary part is this happened just around the corner from the boy's house and he didn't even make it to his bus stop. Troopers say the 14 year old was crossing this street when he stepped in the path of a suburban. And it was a complete stranger who came to his rescue.

Early this morning a short walk to the bus stop for 14 year old Giovany Richard changed drastically in seconds.Troopers say Giovany crossed constitution circle--unknowingly into the path of a suburban. Lying on the ground, his hand shaking--a witness who was driving back to her house---came to his aid and called 911.

And when Giovany's mother got on scene, the witness was able to help translate and keep her as calm as possible.

The witness comforted Giovany's mother all the way to the hospital---being there in the time of greatest need--for a complete stranger.

As Giovany recovers from a broken femur and stitches above his left eye, a family friend says his mom is still shaken up from the morning.

Our weather has remained pretty nice throughout the afternoon hours, as winds have stayed a bit on the breezy side out of the northeast with gusts in excess of 20 mph. For the rest of the afternoon, Southwest Florida will remain under partly sunny skies with a couple of showers developing closer to the coast throughout the evening.
By sunset, whatever rain develops will have pushed out into the Gulf of Mexico as skies begin to clear across the Peninsula. Overnight, mostly clear conditions will set up as lows settle into the mid 70s with mainly dry weather.
With high pressure to our north and east, winds will remain breezy from time to time tomorrow as they take on more of an easterly component. This will allow for a dry and sunny start to our Thursday with a few hit or miss downpours late in the afternoon and early evening hours. Highs tomorrow will climb to near normal values in the lower 90s.
Not much change is in the forecast as we round out the work week, with the better chance for a showers during the afternoon. More moisture will work its way in across the area by the beginning of next week, with more clouds and a change in our steering winds. This means we could see an early start to our shower and thunderstorm pattern by Monday and Tuesday.

FOR NEARLY A DECADE PEOPLE IN COLLIER COUNTY HAVE FOUGHT FOR A PLACE TO RIDE THEIR A-T-V'S.
THE COUNTY SET ASIDE THREE MILLION DOLLARS FOR THE PARK --
AND AS N-B-C TWO'S GABY FLEISCHMAN HAS FOUND OUT. PLANS ARE MOVING FORWARD TO FIND A PLACE TO PUT IT.
All Terrain Vehicle Park
Collier County Proposed All Terrain Vehicle Park Project
In 2002 South Florida Water Management District and Collier County entered into an agreement to provide 640 acres for all terrain vehicle activity and later amended the agreement in 2007 to provide a temporary site for ATV's along with a permanent site at Lake Trafford in Collier County once the dredging of said lake is complete and the site is remediated for arsenic consistent with the stipulations in the agreement. However, this is expected to take several years to complete.
In this respect, SFWMD and Collier County have investigated other opportunities in an effort to provide a site more quickly and at a better value to the taxpayer. Land available for such use is not readily accessible due to the cost of land; difficulty in finding land that is not considered environmentally sensitive and some lands require special permitting.
This year after the South Florida Water Management District still had not provided a suitable property that meets agreed requirements; SFWMD agreed to give Collier County a $3 million settlement to launch their own search. This was accepted and the county and the SFWMD settled for $3 million dollars.
Collier County Growth Management Division along with the Collier County Parks and Recreation Department has now been tasked with searching for land appropriate and suitable for an ATV Park site. Growth Management Division Administrator Nick Casalanguida, will be assisting Collier County Parks and Recreation Department Director Barry Williams with this endeavor.
On Wednesday, Sept. 28, 2011 there was an All Terrain Vehicle Park Site Public Information Meeting held at University Extension Services to begin the process of determining where a potential ATV Park site could be located and gather public input from the riders themselves.
An ATV Park Update Public Information Meeting was held on Thursday, March 29 2012 at the University of Florida Extension Services. At this meeting attendees received an update on the current status of the efforts being made to find a location and create the proposed ATV Park. Highlights are: Collier County has hired a consultant to assist staff with the process of locating suitable property that meets the appropriate requirements; a map was created that identifies areas within the county that appear to have the acreage, terrain and environmental characteristics necessary to support an ATV Park; the map was reviewed with attendees at the meeting; and a request was made to encourage anyone interested to participate in the process of obtaining an ATV Park to let staff know so an ATV Park Site Ad Hoc Committee can be formed.
On June 12, 2012 the Board of County Commissioners approved the formation of the ATV Park Site Ad Hoc Advisory Committee and the following representatives were appointed to the committee: Jeff Close, Felix Garcia, Jonathan Harraden, Mario Menendez, and Joe Pelletier. The BCC also determined that two alternate members should be appointed to this committee, who shall serve a one year term. Alternate members may vote in the absence of a regular member.

SO FAR ONLY 318 NESTS HAVE HATCHED -- LESS THAN LAST YEAR.BUT BETTER THAN SOME PEOPLE FEARED.
