MEDSTAR FOLO-SOT-TOPS

FOR THE FIRST TIME SINCE HE WAS FIRED -- THE FORMER DIRECTOR OF OPERATIONS AT MEDSTAR IS SPEAKING OUT *ONLY TO NBC2.

1:33 KR- so the 21st would have been a big day- regardless. RF- huge day. exactly and it turned out different than I thought. :38

ON THE SAME DAY A *FOURTH INVESTIGATION IS LAUNCHED INTO THE PROGRAM --

AFTER AN EMPLOYEE IS ACCUSED OF STEALING FUEL. Return to index of stories...

MEDSTAR FOLO-2SHOT-VBX RVL-1SHOT-DBX

WE FOUND OUT TONIGHT THE SHERIFF'S OFFICE HAS BEEN ASKED TO INVESTIGATE A CLAIM BY A FIRED MEDSTAR PILOT THAT ANOTHER EMPLOYEE STOLE *FUEL.

MORE THAN 100 GALLONS OF FUEL WERE DRAINED FROM THE HELICOPTER WHEN IT WAS PAINTED.

THAT IS STANDARD PROTOCOL, BUT THE DIRECTOR OF MAINTENANCE IS ACCUSED OF *KEEPING THAT DRAINED FUEL.

THE QUESTION NOW IS WHETHER IT WAS UNUSABLE.

THE SHERIFF'S OFFICE WILL NEED TO FIGURE THAT OUT.

MEANWHILE THE HEAD OF MEDSTAR HAS SAID SHE *HAD TO SHUT DOWN THE PROGRAM AFTER FIRING ITS DIRECTOR OF OPERATIONS--

BUT NBC-2 INVESTIGATOR KARLA RAY SAT DOWN *EXCLUSIVELY WITH HIM TODAY--

AND FOUND HIS TERMINATION LETTER TELLS A DIFFERENT STORY. Return to index of stories...

MEDSTAR FOLO-CAM-99

THAT'S JUST ONE PART OF THE STORY--

WE WERE THE FIRST TO TELL YOU THE COUNTY HAD BILLED FOR $3-MILLION IN FLIGHTS THEY WEREN'T CERTIFIED TO BILL FOR.

FULTON SAYS AN F-A-A VISIT SCHEDULED FOR THE DAY THE PROGRAM SHUT DOWN WOULD HAVE ALLOWED THE COUNTY TO START BILLING LEGALLY. Return to index of stories...

MEDSTAR FOLO-TRX-PKG-BNR

A PILOT FOR MORE THAN HALF HIS *LIFE--

ROB FULTON SERVED AS THE DIRECTOR OF OPERATIONS AT LEE COUNTY MEDSTAR FOR THE PAST TWO YEARS.

ROB FULTON 6:46 it looks like they used a fifty pound sledge and all they needed was a small tap hammer. :49

FULTON SAYS ON AUGUST 21- THE F-A-A WAS SCHEDULED TO BE AT MEDSTAR TO INSPECT RECORDS AND DO A FLIGHT SAFETY CHECK WITH ONE OF HIS PILOTS--

ROB FULTON 1:20 before they did the base inspection they were going to certify one of our pilots as a instructor so that we could bill for flights that he flew in the new aircraft:30

INSTEAD-- HE WAS MET AT WORK THAT DAY WITH A TERMINATION PACKET.

ROB FULTON 2:40 we're going to close the program down you're not going to go forward with this. :45

FIRED- WITHOUT NOTICE--

ON HIS TERMINATION LETTER. SIMPLY TOLD HE WAS LOSING HIS JOB BECAUSE THE PROGRAM WAS BEING SUSPENDED.

*NOT THE OTHER WAY AROUND- AS COUNTY ADMINISTRATORS HAVE TOLD THE PUBLIC.

ROB FULTON 2:59 obviously they had made up their minds and obviously this had been planned for some time. :03

JUST *YESTERDAY LEE COUNTY MANAGER KAREN HAWES TOLD THE COUNTY COMMISSION--

THAT SHE WAS ADVISED BY E-M-S JUST FOUR DAYS BEFORE THE SHUTDOWN-- THAT PILOTS WERE *FAR FROM CERTIFICATION.

KAREN HAWES TO COMMISSION 52:51 based on that information that I received and the apparent inability for whatever reason at that point in time to get the pilots certified I agreed that for the health, safety and welfare of our residents that the medstar operation would be temporarily suspended. :08

NBC-2 ASKED *WHY THE COUNTY CLAIMED THE SHUTDOWN WAS ABOUT ACCREDITATION-- INSTEAD OF *CERTIFICATION.

IT ALL CIRCLED BACK TO GETTING RID OF *FULTON.

GAGGLE WITH KAREN KH- 37:10 there were issues, well, what we were trying to do was get accreditation. :20 KR- we all know you don't have to shut down to get accreditation so obviously there are more issues going on, why KH- you do have to shut down if you don't have a chief operator. :32

FULTON SAYS SHUTTING DOWN THE *DAY THE PROGRAM WOULD HAVE BECOME CERTIFIED--

IS A DISSERVICE TO THE TAXPAYERS OF LEE COUNTY. AND ANYONE WHO MIGHT *NEED MEDSTAR IN THE FUTURE.

ROB FULTON 5:04 to me if you're going to do something that drastic you should be able to defend it and you've gotta be able to have very specific reasons that it would be beneficial in the long run. :10 Return to index of stories...

AND DID NOT HEAR BACK.

STUDENT HIT FOLO-PKG-BNR

For most parents---sending your child off to the bus stop is usually nothing to worry about.

Take sound

Edelyne Dupont, Family Friend

"imagine yourself. You stay home, your boy is going to school, and then he got hit."

troopers say giovany Richard unknowingly stepped in the path of a Chevy suburban. A witness who describes him as just over five feet and 110 pounds---found him lying in the road---his hand shaking.

Take witness

"he complained about his right leg. He was like I know it's broken I know it's broken. But I said just stay still because I don't know to what extent the damages were to his face."

This complete stranger called 911 and stayed by his side until paramedics arrived.

Take witness sound

"when the paramedic on the phone told me to apply pressure I got something from my car to apply pressure until the paramedics got there."

The witness also stayed alongside Giovany's Mother's side---helping with translation and offering support to a woman she just met.

Take witness sound

"I would pray if this would happen to me and I was in the situation, somebody would do it too."

This is the second teen to be hit in the san Carlos park community in just over a month---causing some uncertainty in that routine morning walk to the bus.

Take witness sound

"it's very disturbing, makes you not want to have your kids walk to the bus."

Troopers say the driver of the suburban wasn't at fault, but was cited for not having a driver's license. Giovany not only suffered a broken femur and stitches above his eye---but he also got a ticket for jaywalking. A day that should have been like any other--is now a stressful situation for a San Carlos park mother.

Take sound

Edelyne Dupont, Family Friend

"mom is crying. She's not holding it very well. On top of that they gave him a citation. She's worried about bills and everything."

"I actually saw him take the drugs."

Sot Cameron Keller

The drugs- what these witnesses say threw 19 year old Sean into a fit of rage.

Sot Justin

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

"MILD TONIGHT WITH MAINLY DRY WEATHER BY MORNING"

Our weather has remained pretty nice throughout the afternoon hours, as winds have stayed a bit on the breezy side out of the northeast with gusts in excess of 20 mph. For the rest of the afternoon, Southwest Florida will remain under partly sunny skies with a couple of showers developing closer to the coast throughout the evening.

By sunset, whatever rain develops will have pushed out into the Gulf of Mexico as skies begin to clear across the Peninsula. Overnight, mostly clear conditions will set up as lows settle into the mid 70s with mainly dry weather.

With high pressure to our north and east, winds will remain breezy from time to time tomorrow as they take on more of an easterly component. This will allow for a dry and sunny start to our Thursday with a few hit or miss downpours late in the afternoon and early evening hours. Highs tomorrow will climb to near normal values in the lower 90s.

Not much change is in the forecast as we round out the work week, with the better chance for a showers during the afternoon. More moisture will work its way in across the area by the beginning of next week, with more clouds and a change in our steering winds. This means we could see an early start to our shower and thunderstorm pattern by Monday and Tuesday. Return to index of stories...

EVEN THOUGH THEY'RE 5900 HUNDRED MILES AWAY -

BOTH LAURA WEIR AND MOHAMED AL-DARSANI COULDN'T BE MORE CONNECTED TO LIBYA.

it's a sad day for America and the Arab World.

AL-DARSANI RUNS THE FORT MYERS ISLAMIC CENTER FOR PEACE.

HE'S WORKED HARD TO CONNECT THE ISLAMIC RELIGION TO AMERICAN CULTURE -

AN EFFORT HE SAYS IS EASILY UNRAVELED BY THE KILLING OF 4 AMERICANS AT THE U-S CONSULATE IN BENGHAZI ON SEPTEMBER 11TH.

there's no justification whatsoever for the attacks. It is a crime and shouldn't have happened. It's not islamic. It's not Arabic.

POLITICAL SCIENCE PROFESSOR LAURA WEIR STUDIES THE TURMOIL UNFOLDING IN THE MIDDLE EAST -

SHE SAYS TUESDAY'S ATTACK IN BENGHAZI CAN MEAN REAL DANGER TO AMERICANS STATIONED IN UNSTABLE COUNTRIES LIKE LIBYA AND EGYPT.

Egypt and Libya have swung very far into camps where they are not supportive of the US.

BOTH WEIR AND AL-DARSANI SAY THE NEXT STEPS -

BOTH BY THE AMERICAN GOVERNMENT, AND THE AMERICAN PEOPLE ARE CRUCIAL IN HOW THIS PLAYS OUT.

DAY 3 OF HIS EDUCATION TOUR - BROUGHT GOVERNOR RICK SCOTT TO LEXINGTON MIDDLE SCHOOL.

"good morning Governor."

ONCE INSIDE - HE AND HIS WIFE ANN MET PRIVATELY WITH A GROUP OF TEACHERS. NO CAMERAS. NOT EVEN THE SCHOOL'S PRINCIPAL.

"I tried to select a group that I felt could be honest."

THE GOVERNOR SAID CURRENT TESTING DOESN'T WORK FOR SOME KIDS - ESPECIALLY GIFTED OR THOSE BEHIND SEVERAL GRADE LEVELS. THE F-CAT GOES AWAY IN TWO YEARS AS THE MAIN SOURCE FOR TRACKING LEARNING. THAT'S WELCOME NEWS FOR THOSE WHO TEACH 'SPECIAL NEEDS' STUDENTS.

"When the testing comes back and they still scored a one. The whole motivation is gone."

IN 20-14, FLORIDA MOVES TO "COMMON CORE STATE STANDARDS." IT'S ALREADY BEEN ADOPTED BY 45-STATES.

"you won't be able to just teach a test. It will be more tied to critical thinking. and things like that - so that's a real positive."

THIS WEEK GOVERNOR SCOTT SENT THIS LETTER TO ALL TEACHERS. WRITING "THESE NEW STANDARDS WILL PRESENT DIVERSE CHALLENGES TO OUR LEARNERS. FLORIDA HAS THOUGHTFULLY PLANNED FOR THIS GROWTH."

THIS IS AN ADMINISTRATION WHICH IN IT'S FIRST YEAR, CUT MORE THAN A *BILLION DOLLARS FROM EDUCATION. THEN LAST YEAR ADDED A *BILLION BACK.

FOR SCOTT, THIS TOUR IS IN PART ABOUT EASING NERVES - ESPECIALLY ABOUT PERFORMANCE-BASED PAY WHICH STARTS IN TWO YEARS.

:03:27:40

"So I want to build a positive relationship with teachers. I want to listen to them. I want to continue trying to improve education in the state." 46
