THE TRUCK BED HIT THE I-75 OVERPASS ON PALM BEACH BOULEVARD THIS MORNING.
THE ROAD IS DOWN TO ONE LANE AT THIS HOUR.

A DUMP TRUCK THAT SMASHED INTO THE I75 OVERPASS HAS SNARLED TRAFFIC ON PALM BEACH BLVD SINCE THIS MORNING.
FLORIDA HIGHWAY PATROL SAYS THE TRUCK WAS HEADED WEST WITH THE BED OF THE TRUCK UP WHEN IT HIT THE OVERPASS AND ROLLED ONTO ITS SIDE.
NBC2'S CLIFTON FRENCH HAS BEEN LIVE AT THE ACCIDENT SCENE SINCE THIS MORNING AND JOINS US NOW LIVE.

THE TRUCK ALSO LEAKED A BUNCH OF FUEL THAT CORRODED A PORTION OF THE ROAD OUT HERE.

Nearly 12 hours after the crash happened, and traffic is still backed up. All westbound lanes are blocked and only one eastbound lane is open. That's because crews are digging up the road and beginning to repave it over to make sure drivers stay safe when they go through this intersection.

Orange barrels and lines of traffic are nothing new for drivers along this stretch of palm beach boulevard where a big construction project has been going on for the last year.

"I've got to leave 30 minutes early to get to class on time cause there's usually something going on."
This morning--it was this. A dump truck had its bed up--causing a chain reaction of events--hitting the traffic light, this sign, and the overpass--then finally flipping on its side, but not before spilling gallons of fuel and forcing lanes of traffic to be shut down. And in the end--causing drivers to be late for work.

"They understood though because everybody comes from this side to that side."
DOT found the overpass was safe, but the sign had to be taken down. And once the dump truck was towed, the traffic headache still wasn't over. The diesel fuel that spilled over five lanes created a slippery situation.

Dave Parks, PIO for construction project "almost like northern conditions. So we've got to come in and actually tear up the old asphalt and put new, fresh asphalt down just for safety concern. Really it makes it a much smoother and safer driving consistency."
Fortunately for the construction project going on, the spokesperson says workers were doing bridge work on the other side and this crash shouldn't set them behind. But it's drivers who will be set behind if they try to drive through this intersection tonight.

AN ARBITRATOR RULED THE COUNTY OWES EMPLOYEES ABOUT 800 THOUSAND DOLLARS IN BACK PAY FOR RAISES THEY WERE DUE LAST YEAR.
THEY HAD MADE CONCESSIONS DURING THE RECESSION.BUT THEY ARGUED THAT DEAL ENDED WHEN THEIR COLLECTIVE BARGAINING CONTRACT EXPIRED LAST YEAR.

In the rainy season like we are in now -- water can wash harmful chemicals or too many nutrients into the canals.
As development continues in this growing city -- the race is on to protect what made it so appealing to begin with.
But the verdict is still out on whether a recently passed ordinance is working.

Far from the rocky mountains of Colorado -- Joy Barber is still adjusting to the sunshine state's scorching heat.

1810 "if we're going to move to Florida, we wanted to be on the water. So here we are in Cape Coral on intersecting canals."
Two years later -- she uses her boat "tax refund" to navigate cape Coral's waterwaysl.
Barber 1930 "the canals probably aren't as deep, or as clear as you'd wish. When you come to Florida, you think all the water is going to look like it does in key west."
At almost 400 miles in length -- the canals criss cross the city.
Barber tells us keeping the water pristine is important.
A mantra -- she's not convinced everyone embraces.
Barber 2048 "it's on top of mind for everyone there, I don't think it's on top of mind for everyone here."
Like clock work -- city workers pull samples from more than 35 sites.
They're determining if water quality is on the rise.

RAIN CHANCES INCREASE THROUGH MIDWEEK
You can call Monday our transition day. It started off nice and clear, but after lunch time the clouds started to build and in came the rain.
Monday's rain was very scattered in nature. Tuesday and Wednesday; however, we will see the storms become more numerous.
There's two weather features that will impact our forecast. First is an interesting system off the coast of Louisiana. It's providing the north Gulf Coast states with high rainfall totals. Flood Watches are in effect for much of the southeast. All that rain will continue to spread across the Deep South. Including Florida. Next, a cold front is dropping from the north. It'll arrive by midday tomorrow and essentially stall in north Florida.
The front will help push the Louisana low pressure system to the east - brushing Florida. This will cause our winds to be from the southwest for the next 48 hours, and that spells an uptick in the rain department.
Coastal communities will see showers wash ashore early on both Tuesday and Wednesday. The beach rain quickly migrates inland after the noon hour. As the first line moves through, more will build in the Gulf and move over. It'll be a constant cycle with periods of rain and dry weather.
There will be a lot of clouds, too, and consequently we will se highs stay at 90 or below.
Temperatures don't hit 90 again until Friday when high pressure returns from the Atlantic. Our weather conditions will improve as early as Thursday, and we will see isolated thunderstorms each afternoon within the urban corridor.
There's nothing to worry about out in the tropics!

PRESCRIPTION PAIN KILLER ABUSE IN THE ARMED FORCES HAS RISEN DRAMATICALLY -- FROM A RATE OF 2-PERCENT IN 2002 TO 11-PERCENT IN 2008.
EXPERTS SAY MANY SOLDIERS MAY USE PAIN KILLERS BECAUSE OF INJURIES SUSTAINED IN BATTLE -- BUT OFTEN HAVE DIFFICULTY GOING OFF OF THEM.
AND MOST MILITARY PERSONNEL ARE YOUNGER THAN 35 -- AN AGE GROUP AT HIGH RISK FOR ALCOHOL USE.
"Individuals 18-35 are about 50% more likely in the U.S. Armed Forces to report drinking 5 or more drinks at a time than in the civilian population."
