and then sexually abuse them.

the files show there were abuse complaints in 49 states from 1965 to 1985.

some accusations were reported to authorities. others were not.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

A FEW SHOWERS FOR FRIDAY

Rise and shine Southwest Florida.

It looks like another glorious day is on tap, but don't leave home without the umbrella. You'll need it at times!

There's a cold front pushing into north Florida, and it's forcing a lot moisture into the state out ahead of it. You noticed it yesterday in the way of clouds, humidity, and the stray downpours.

Friday will be very similar. We'll have coastal showers passing through as you head out the door, and those will be progessing east of I-75 as we push into the lunch time hour.

Make sure the kids can find a way to stay dry as they head to school!

This afternoon - expect a few stray showers to be hanging around, too.

Tonight the cold front will be fading away, and that's good news for us!

Why?

Some dry nice air is coming in behind it. I mean. Really. Nice. Air. The humidity will be low, and we're going to see overnight temperatures drop to the lower 60s by Sunday!

With the drier air in place we'll see partly sunny skies for Saturday with a slight chance of a late day shower. Sunday, we really see the effects. The skies will be sunny, the humidity low, and not a drop of rain.

That will continue until midweek. Around the Wednesday to Thursday time frame we'll see our winds start coming from the east. That'll replace our dry air with the muggy uncomfortable air.

Highs will be in the mid 80s, and lows will tumble into the lower 60s after Saturday.

Tropical mischief? Nope, not a thing right now. Return to index of stories...

CAR INSURANCE BIAS-VO IN PLASMA

MOST OF US HATE PAYING FOR CAR INSURANCE.

THE INDUSTRY IS OFTEN CRITICIZED FOR THE RATES CHARGED TO CUSTOMERS.

TODAY - IT'S UNDER FIRE AGAIN.

THIS TIME FOR THE WAY IT DETERMINES THE PRICE OF CAR INSURANCE.

NBC'S CHRIS CLACKUM EXPLAINS. Return to index of stories...

CAR INSURANCE BIAS-PKG

MOST OF US UNDERSTAND. THE MORE WE DRIVE. OR THE MORE TICKETS AND ACCIDENTS WE HAVE. THEN THE MORE WE'LL PAY FOR CAR INSURANCE.

BUT ARE INSURANCE COMPANIES GOING TOO FAR. IN CONSIDERING OTHER FACTORS ?

"like how much education you have, what kinda job you have, how much you make"

BOB HUNTER AT THE CONSUMER FEDERATION OF AMERICA, THINKS SO.

HE AND THE FEDERATION SET OUT RECENTLY TO FIND OUT WHY SO MANY DRIVERS ARE UNINSURED. EVEN THOUGH MOST STATES REQUIRE IT.

WHAT THEY FOUND IS LIKE THE WOMAN IN MIAMI. WHO'S SINGLE.WITH A FLAWLESS DRIVING RECORD.BUT ONLY A HIGH SCHOOL DIPLOMA. IN A LOW-PAYING JOB.

"They'll charge her for basic coverage, required by the state, $4024 dollars in Miami"

BUT IF SHE GETS MARRIED, A COLLEGE DEGREE AND A HIGHER PAYING JOB. THE PREMIUM DROPS TO ABOUT $600 A YEAR.

HUNTER, WHO USED TO BE THE INSURANCE COMMISSIONER IN TEXAS. ACCUSES SOME INSURANCE COMPANIES OF USING INCOME AS WAY TO DISCRIMINATE AGAINST THE POOR.

"They're trying to avoid the poor, and they know that if they just don't write them, they'll be accused of red lining. I think they're just trying to price them out of the market"

THE INDUSTRY FLATLY DENIES THAT. AND ON THE INSURANCE INFORMATION INSTITUTE'S WEBSITE.

.SAYS FACTORS LIKE PLACE OF RESIDENCE ARE FAIR GAME IN DETERMINING RATES.

SO, THE CONSUMER FEDERATION WANTS THE STATES TO STEP IN.

"They have to say look, we're requiring this insurance, we should do something to make sure people can afford it, who are good drivers.

IN THE MEANTIME, THE ADVICE IS THE STANDARD. SHOP.AND COMPARE.

CHRIS CLACKUM, NBC NEWS.

IT'S FUGITIVE FRIDAY,

TRISH ROUTTE WITH SOUTHWEST FLORIDA CRIME STOPPERS IS HERE WITH PEOPLE ON THE RUN. Return to index of stories...

FUGITIVE FRIDAY-5 SS

We're starting off our list with a Collier County woman who - despite several run-ins with the law - hasn't quite figured out that drinking and driving are a toxic combination. Lisa Berry is on the run after failing to show up in court on a long list of charges. According to deputies, this 43 year old fugitive has racked up two DUIs in Naples, one in which she caused a great deal of property damage. Also on Berry's rap sheet are arrests for fraud, theft, leaving the scene of a crash, driving without a license and violating terms of her probation. She was last known to be working in the sales and telemarketing industry, and living in East Naples. Berry is 5'10", 130 pounds and may be using the alias of Lisa Williams.

And in Charlotte County, deputies and US Marshals are on the hunt for 36 year old George "Tommy" Capps, who has a federal warrant out of the Middle District of Florida for the charge of conspiracy to possess with the intent to distribute more than 1,000 kilos of marijuana. If you do the math, that amount carries a street value of more than $6.5 million dollars worth of pot. Although he's likely to be moving around a lot, Capps has very strong ties to the Charlotte and Sarasota County area, as well as the Florida Keys. Capps is an avid fisherman, who is covered in tattoos from his shoulder to his hand. Capps may be in the company of his co-conspirator, Michael Cristello, who also faces the hefty drug trafficking charges. And just as a reminder that anyone helping Capps avoid arrest could also find themselves in jail for aiding and abetting a fugitive.

And next up is Jordan Cullen, who was identified by several recent Crime Stoppers tips as part of a duo who went on a multi-store shopping spree with credit cards stolen from vehicles in south Lee County. Cullen has become a familiar face to law enforcement officers, primarily for her thieving ways, and trafficking in stolen property. When surveillance pictures were shown right here on NBC2 of two suspects using stolen credit cards at Big Lots and Target, several callers all ID'd the culprits as Cullen and her boyfriend, Dustin Ballentine. Now, we need your help once again tracking the duo down. Cullen was last known to be living in Estero, but may be laying low with friends, knowing that she's headed right back to jail for her dirty deeds. At age 23, Cullen is already a registered convicted felon, and upon her arrest, she will be held without bond.

And rounding out our list is Kenneth Streeter, wanted for violating his community control following an arrest for grand theft auto. This 21 year old fugitive is already a registered convicted felon, who had his first felony brush with the law at age 14 after getting caught selling cocaine on the streets of Fort Myers on Christmas Eve. His next felony - for stealing a car - came just a day before his 15th birthday, and since then he's continued to spiral downwards, with additional arrests for burglary, theft, fraud and resisting arrest, among other criminal infractions. Streeter's girlfriend told deputies back in July that he was planning on turning himself in, but here we are nearly four months later, and we've yet to have him pay us a visit at the jail. Streeter is 5'9" and has a tattoo of the letters "BG" on his right wrist. Upon his arrest, he will be held without bond. Return to index of stories...

YOU GOTTA FEEL FOR THIS PARENT -

A MOM IS KICKED OFF A PUBLIC BUS AFTER HER SICK BABY CREATED A STINKY SITUATION.

NEAL KARLINSKY REPORTS. Return to index of stories...

DIAPER BUS-PKG

SCRIPT:

Any parent can tell you how stressful it is to travel with a baby.

But Nichole Hakimian says the problem she ran into this week when she

boarded a city bus with her one year old took it to a whole new level.

"And he had just pooped in his diaper as soon as I got on."

What's a mother to do? Her son was sick-she was taking him to the doctor.

But that wasn't the worst of it-more, as they say, was about to hit the fan.

"And right after that/ the bus driver told me to get off the bus. And I

said why is that? She says your baby is, he smells really bad. And it's not

fair that we all have to smell that."

So OFF THE 4-MONTHS PREGNANT MOM went-according to Hakimian-STILL A MILE AND

A HALF AWAY FROM HER DOCTOR.

GFX-A Seattle Metro spokesperson called it a: "very unique situationOur goal

is always to balance the comfort of all our riders"-they're now

investigating.

But this isn't the first baby booted off public transportation just for

acting like a baby.

Last year this video of a Portland woman struggling with a crying baby in

the back of a bus went viral after she was kicked off for making too much

noise.

Passenger SOT: "You can't kick a woman off with her baby. that driver's

crazy "

The driver was reportedly disciplined.

But who's really to blame when babies interrupt an innocent bystander's

bliss?

SOT MELISSA LAWRENCE / CEO, CLOUDMOM.COM

"The baby was just being a baby pooping or crying and yet we're saying get

off the bus so thats clearly intolerant "

When it comes to public transportation-the experts say you just have to

expect babies to act their age.

And hope the grown ups will too. For GMA NK ABCNews Seattle. Return to index of stories...

PAPER. A 35 OR 40 POUND HAUL ON DOMESTIC FLIGHTS. MORE ON INTERNATIONAL ROUTES.

AMERICAN AIRLINES RECENTLY BECAME THE FIRST CARRIER TO GET F-A-A CLEARANCE TO TRADE THAT CLUNKY FLIGHT BAG FOR THIS -- AND USE IPADS HERE IN THE COCKPIT DURING ALL PHASES OF FLIGHT.

Our airport diagrams, our departure procedures, our arrival. In addition to that, we have aircraft manuals on the iPad.

CAPTAIN DAVID CLARK SAYS PLACEMENT IS KEY. NO OBSTRUCTING THE EMERGENCY EXIT, OXYGEN MASK, OR VIEW OF GROUND PERSONNEL.

SUCTION CUPS HOLD THE IPAD IN PLACE, FLIGHT CHARTS ARE UPDATED WITH A TOUCH, AND THERE ARE NO LOST PAGES. WITH ONE PER PILOT, THERE'S BACKUP.

Battery life in the iPad itself is about 10 hours for average use, and we carry a spare battery.

SO IF THE F-A-A SAYS THE PILOT CAN USE HIS IPAD DURING TAXI, TAKEOFF AND LANDING, WHY CAN'T PASSENGERS? first of all - the pilot's iPADS are on airplane mode. ALSO - THE NUMBER OF PASSENGER DEVICES BACK IN THE CABIN RAISES SOME UNCERTAINTY.

The industry hasn't come up with an acceptable test standard to truly determine if in those infinite combinations there's interference

UNITED AND ALASKA ARE AMONG OTHER AIRLINES USING IPADS TO STREAMLINE MANUALS.

PREVENTING DOG BITES-PKG

--REPORTER PKG-AS FOLLOWS --

WE'VE ALL HEARD THE EXPRESSION, A DOG IS A MAN'S BEST FRIEND. BUT TO MAKE THIS RELATIONSHIP WORK, PEOPLE NEED TO KNOW HOW TO READ A DOG'S BODY LANGUAGE SO THEY DON'T FEEL THREATENED AND LASH OUT OR BITE.

Most dogs that bite are only doing so because they are scared and want to warn you to back away. That's what aggression achieves. Distance.

SO IF YOU'RE MEETING A DOG FOR THE FIRST TIME.

Most important thing to remember is give it space. Do not go into that dog's space.

LET THE DOG COME TO YOU, STILWELL SAYS. TURN YOUR BODY TO THE SIDE SO THAT YOU LOOK LESS THREATENING, PUT YOUR HAND IN A FIST AND HOLD YOUR HAND DOWN SO THE DOG CAN SNIFF YOUR FIST.

When you meet a dog as well, don't stare in its eyes. Don't smile at it. Because staring at its eyes is a challenge, is a threat.

PET THE ANIMAL ON THE BACK OF THE NECK OR ON HIS BACK AND NOT ON THE TOP OF THE HEAD, SHE SAYS.

YAWNING AND LIP LICKING MAY BE SIGNS THAT THE DOG FEELS UNCOMFORTABLE AND WANTS YOU TO BACK AWAY.

TRY NOT TO RUN FROM A DOG OR SCREAM. IF YOU DO GET KNOCKED OVER, ROLL INTO A BALL, LIE STILL AND COVER YOUR HEAD.

WHEN IT COMES TO AVOIDING DOG BITES, KNOWING WHAT TO LOOK FOR IN OUR FOUR-LEGGED FRIENDS CAN HELP BOTH MAN AND DOG STAY SAFE.

FOR TODAY'S HEALTH MINUTE, I'M HOLLY FIRFER. Return to index of stories...

DOG MAROONED AT SEA-2 SHOT

ONCE STRANDED AT SEA, A LITTLE CANINE IS HOME SAFE TODAY.

JEANNE MOOS REPORTS. Return to index of stories...

DOG MAROONED AT SEA-PKG

--REPORTER PKG-AS FOLLOWS --

IT WAS A DOGGIE RESCUE AT SEA.

"Aw matey it's ok."

CHARLIE HEARD WAS ON HIS PADDLEBOARD.

OFF THE COAST OF ENGLAND MAKING A 600 MILE TRIP. NEXT YEAR HE'S PLANNING A 3-THOUSAND MILE PADDLE ACROSS THE ATLANTIC. THE WATER SPORTS INSTRUCTOR HAD BEEN FOLLOWED BY A PLAYFUL SEAL. CHASED BY STORMY WEATHER.

"Rahhhh, and then ahhh. Rahhh! Ahhh!"

BUT THE REAL AHHH MOMENT WAS WHEN CHARLIE SPOTTED A LITTLE DOG STRANDED ON ROCKS AS THE TIDE CAME IN.

"And he's just stuck there like a little dude wondering what the hell to do."

"It's ok. It's ok. It's ok. It's ok."

THE SHIH TZU, LATER IDENTIFIED AS BAM BAM, WAS MAROONED AT THE TIP OF A ROCK JETTY SUBMERGED BY HIGH TIDE.

"Absolutely shocked. It was just a, just a remarkable, ridiculous place."

THOUGH THE DOG WAS PANICKING, CHARLIE MANAGED TO LIFT HER INTO HIS PADDLEBOAT.

"It's ok. It's ok. It's ok, it's ok."

HIS IPHONE CAMERA IN A WATERPROOF CASE WAS STRAPPED TO HIS NECK. BETWEEN THE TIDE AND HIGH WINDS.

"Literally had about 10 minutes until, until he would have been a goner."

"Just relax. Shh, shh, shh, it's ok, it's ok."

CHARLIE DOESN'T KNOW HOW BAM BAM GOT LEFT ON THE ROCKS MORE THAN A 100 YARDS FROM SHORE.

"Well it's very suspect, you know It's a sort of little dog that would barely leave a woman's handbag."

"This little dude's absolutely terrified."

"But it's also quite hard to believe somebody would leave it out there deliberately."

CHARLIE PADDLED TO SHORE AND BROUGHT THE DOG TO THE NEAREST PUB AT THE HAMPTON INN. AN EMBEDDED CHIP HELPED ANIMAL RESCUE FOLKS IDENTIFY THE DOG, THOUGH THE OWNER HASN'T YET BEEN FOUND.

"THE ROCKS ON WHICH THE DOG WAS STUCK WERE PART OF A MANMADE SEAWALL CALLED A GROIN. AND THE POOCH ENDED UP GOING FROM ONE GROIN TO ANOTHER."

"Oh that's it boy. What are you doing out here? All right let's get you in."

"It realized I was there to help and nuzzled up between my legs in a nice way, and off we went."

WHEN THE SHIH TZU HIT THE FAN, CHARLIE HEARD WAS IN THE RIGHT SPOT.

JEANNE MOOS, CNN

"Aw, matey, what are you doing out here."
