NBC 2 UNCOVERS WIDESPREAD VOTER INTIMIDATION. IN LEE AND COLLIER COUNTIES,

AND NOW - A STATEWIDE FBI INVESTIGATION IS UNDERWAY.

AT LEAST SIX VOTERS RECEIVED A LETTER THREATENING THEM WITH ARREST AND EVEN PRISON TIME IF THEY VOTE!

N-B-C TWO INVESTIGATOR DAVE ELIAS BROKE THE STORY THIS AFTERNOON. HE IS LIVE IN COLLIER WITH THE DETAILS.

Voter intimidation involves putting undue pressure on a voter or group of voters so that they will vote a particular way, or not at all. Absentee and other remote voting can be more open to some forms of intimidation as the voter does not have the protection and privacy of the polling location. Intimidation can take a range of forms.

Violence or the threat of violence: In its simplest form, voters from a particular demographic or known to support a particular party or candidate are directly threatened by supporters of another party or candidate or by those hired by them. In other cases, supporters of a particular party make it known that if a particular village or neighborhood is found to have voted the 'wrong' way, reprisals will be made against that community. Another method is to make a general threat of violence, for example a bomb threat which has the effect of closing a particular polling place, thus making it difficult for people in that area to vote. One notable example of outright violence was the 1984 Rajneeshee bioterror attack, where followers of Bhagwan Shree Rajneesh deliberately contaminated salad bars in The Dalles, Oregon, in an attempt to weaken political opposition during county elections.

Attacks on polling places: Polling places in an area known to support a particular party or candidate may be targeted for vandalism, destruction or threats, thus making it difficult or impossible for people in that area to vote.

Legal threats: In this case voters will be made to believe, accurately or otherwise, that they are not legally entitled to vote, or that they are legally obliged to vote a particular way. Voters who are not confident about their entitlement to vote may also be intimidated by real or implied authority figures who suggest that those who vote when they are not entitled to will be imprisoned, deported or otherwise punished. For example in 2004, in Wisconsin and elsewhere voters allegedly received flyers that said, "If you already voted in any election this year, you can't vote in the Presidential Election", implying that those who had voted in earlier primary elections were ineligible to vote. Also, "If anybody in your family has ever been found guilty of anything you can't vote in the Presidential Election." Finally, "If you violate any of these laws, you can get 10 years in prison and your children will be taken away from you." Another method, allegedly used in Cook County, Illinois in 2004, is to falsely tell particular people that they are not eligible to vote.

Economic threats: In company towns in which one company employs most of the working population, the company may threaten workers with disciplinary action if they do not vote the way their employer dictates. One method of doing this is the 'shoe polish method'. This method entails coating the voting machine's lever or button of the opposing candidate with shoe polish. This method works when an employee of a company that orders him to vote a certain way votes contrary to those orders. After the voter exits the voting booth, a conspirator to the fraud handshakes the voter. The conspirator, then, subtly checks the voter's hands for any shoe polish or notes. If the conspirator finds shoe polish or notes in the voter's hands, then that unfortunate voter gets fired or faces other unpleasant consequences. Return to index of stories...

Residents in the Briarcliff community have been calling for stoplights at the intersection of Briarcliff and the new Michael g rippe parkway--claiming crossing six lanes of busy roadway is dangerous.

"once I got on this road I told my boys I will not use this road until there are stoplights there."

A witness tells us a motorcyclist traveling north on the new road put down his bike to avoid being hit by a car driving across. It wasnt even 24 hours before the newly opened road had to be shut down while investigators collected evidence on the intersection's first accident.

"I'm afraid people are really going to be speeding on metro because they won't have to stop around here and it's going to be that much harder for us to get out."

Before the construction on the 2.7 mile roadway began, DOT staff told the Briarcliff community they would need to see firsthand how traffic used this new intersection before a signal could be approved. DOT says a traffic warrant study is scheduled for this intersection in late winter early spring of 2013.

If a signal is approved, the department has taken steps that save time toward installation. DOT has already paid for the lights, But some residents are wondering at what cost will time be to drivers.

Cape Coral Finance Director Vicky Bateman is looking for the best deal on fuel. And buying in bulk could make the most financial $ense.

According to bateman, the city has 800 vehicles in its fleet - many of them police cruisers and fire trucks. At an average cost of $3.05 per gallon, the city spends approximately $183,000 per month on fuel.

Councilwoman rana erbrick says the cash-strapped city needs to find ways to save money. And fuel is draining the budget.

-erbrick-"anytime we can expend taxpayer dollars more efficiently and still get the same outcome, that's what we need to do."

But councilman kevin mcgrail is more concerned with reliability.

-councilman kevin mcgrail-"the concern I have and all of council should have is do we get an uninterrupted fuel source."

While in bankruptcy, bateman says evans oil became somewhat unreliable.

-bateman-"our deliveries started coming late like on a friday afternoon instead of thursday or at 4 and 5 in the afternoon."

And even though service has improved since evans was purchased in bankruptcy. Bateman believes a little competition could cut costs.

Your Monday morning starts with pleasantly cool weather in place. Through the day today, we'll see lots of sunshine. If you liked yesterday, you'll probably like the next few days. With dry air in place, our temperatures easily cool down at night and heat up through the day. Highs this afternoon will reach into the upper 80s. A breeze from the east-northeast will give some relief from the warm weather this afternoon. We'll continue with mainly sunny, warm and breezy weather for the next few days. Overnight temperatures will stay comfortable in the 60s.

In the tropics, there is an area of low pressure that is likely to develop soon south of Jamaica. The National Hurricane Center is giving it an 80% chance for development in the next 48 hours. An air force reconnaissance plane will investigate it this afternoon if necessary. This system is likely to bring heavy rain, and lots of it, to Jamaica, Hispaniola and eastern Cuba. Flooding will be a concern, especially in the mountainous terrain of eastern Cuba. Right now, models are in pretty good agreement that this system is likely to move toward the north and not be a threat to Southwest Florida. We'll be tracking it, though, and will keep you updated.
