WHAT'S LEFT OF HURRICANE SANDY --

STILL DELIVERING PUNISHING WIND AND RAIN IN PARTS OF THE NORTHEAST.

FROM MAINE TO THE CAROLINAS --

MORE THAN TEN MILLION PEOPLE ARE WITHOUT POWER.

MORE THAN 30 PEOPLE ARE DEAD.

NEW YORK CITY IS A GHOSTTOWN.RELATIVELY SPEAKING.--

FEW CARS ON THE STREETS--

NO TRAINS OR PLANES GOING IN OR OUT --

MORE THAN 18 THOUSAND FLIGHTS AROUND THE WORLD CANCELLED.

AND IT WILL LIKELY TAKE DAYS TO UNTANGLE THE MESS.

Millions of people from Maine to the Carolinas awoke Tuesday without electricity, and an eerily quiet New York City was all but closed off by car, train and air as superstorm Sandy steamed inland, still delivering punishing wind and rain.

The U.S. death toll climbed to 33, many of the victims killed by falling trees.

The full extent of the damage in New Jersey, where the storm roared ashore Monday night with hurricane force, was unclear. Police and fire officials, some with their own departments flooded, fanned out to rescue hundreds.

"We are in the midst of urban search and rescue. Our teams are moving as fast as they can," Gov. Chris Christie said. "The devastation on the Jersey Shore is some of the worst we've ever seen. The cost of the storm is incalculable at this point."

At least 7.4 million people across the East were without power. Airlines canceled more than 15,000 flights around the world, and it could be days before the mess is untangled and passengers can get where they're going.

The storm also put the White House campaign on hold just a week before Election Day. President Barack Obama canceled a third straight day of campaigning, scratching events scheduled for Wednesday in swing state Ohio, which got clobbered by Sandy's winds as the storm pushed west.

Lower Manhattan, which includes Wall Street, was among the hardest-hit areas after the storm sent a nearly 14-foot surge of seawater, a record, coursing over its seawalls and highways and into low-lying streets.

Water cascaded into the gaping, unfinished construction pit at the World Trade Center, and the New York Stock Exchange was closed for a second day, the first time that has happened because of weather in more than a century.

The flight-tracking service FlightAware says more than 6,000 flights were canceled today, bringing the total to more than 15,000 canceled across the Northeast over two days. And more than 500 flights scheduled for tomorrow have also been canceled. The number surpasses the winter storm of early 2011 when 14,000 flights to be scrapped over four days.

New York is the nation's busiest airspace with about one-quarter of all U.S. flights going through daily. But the three big New York airports remain closed for a second day.

UPDATE: Sandy moves inland after leaving 17 dead

NEW YORK - Superstorm Sandy is winding down and inching its way inland, leaving at least 17 people in seven states dead and more than 7 million power outages in its wake.

New York was one of the hardest hit areas when an unprecedented 13-foot surge of seawater - 3 feet above the previous record - caused the worst damage in the 108-year history of the city's subway system. It also forced 200 patients to be evacuated from one hospital.

The National Hurricane Center in Miami says the massive storm is moving across Pennsylvania and is expected to take a sharp turn into western New York by tomorrow morning.

The Midwest also is bracing for Sandy. Chicago officials are warning residents to stay away from the Lake Michigan shore as the city prepares for winds of up to 60 miles an hour and waves exceeding 24 feet well into tomorrow. Return to index of stories...

BREEZE CONTINUES AGAIN TOMORROW

Weather conditions for the entire eastern half of the country continue to be influenced by Sandy. The storm is over western Pennsylvania and still producing wind, rain and mountain snow across the Mid Atlantic and Northeastern United States. Down here in southwest Florida we are still feeling the windy weather as a result of the overall circulation pattern around the storm. Our cool temperatures will carry over into tonight as the breeze continues from the northwest. Lows will drop into the mid and upper 50's by tomorrow morning. It looks like there will be a few clouds overnight and skies will be partly cloudy to partly sunny tomorrow. The breeze tomorrow should be a little less than today. It doesn't look like the wind will go 'calm' tomorrow, but we should drop from an average wind speed of 20 mph to 15 mph tomorrow. High temperatures on Wednesday will hit the upper 70's in the afternoon.

It looks like the weather for Trick-or-Treaters tomorrow night should be just fine….comfortable 60's after the sun goes down tomorrow night.

A low chance for passing showers moves back in on Thursday. After that we will see mainly dry and comfortable weather for the weekend ahead. Return to index of stories...

JEN --

WE'RE GETTING OUR FIRST LOOK FROM THE LEE COUNTY CLERK ABOUT *WHAT WAS GOING ON INSIDE MEDSTAR.BEFORE THE EMERGENCY MEDICAL HELICOPTER WAS ABRUPTLY GROUNDED.

ACCORDING TO A DRAFT AUDIT JUST RELEASED.THE PUBLIC SAFETY DEPARTMENT HAD CORE MANAGEMENT ISSUES THAT ULTIMATELY LEAD TO THE SHUTDOWN OF THE MEDSTAR PROGRAM.

DIRECTOR JOHN WILSON WAS DESCRIBED AS "HANDS OFF" WHEN IT CAME TO THE FLIGHT PROGRAM.

THE AUDIT FOUND THERE WAS INFIGHTING AMONG THE SENIOR MANAGERS THAT REACHED THE ENTIRE ORGANIZATION.

ONE OF THE BIGGEST PROBLEMS WAS A "SILO MENTALITY" -- WHERE DEPARTMENTS WOULD NOT SHARE INFORMATION WITH EACH OTHER.

THE AUDIT SAYS THAT REDUCED THE EFFICIENCY OF THE OPERATION, CUT MORALE, AND CONTRIBUTED TO THE DEMISE OF COMPANY CULTURE.

THE AUDIT ALSO POINTS OUT ISSUES TO NEED BE RESOLVED BEFORE RE-IMPLEMENTING ANY HELICOPTER AMBULANCE SERVICE Return to index of stories...

the first thing they noticed?

Sot Marjorie long, volunteer

It's pretty bare, the sand is losing away and the sub base of the beach is all that's left here."

That's because the high winds- are sweeping the sand- off of the beach.

That is-in all but one place.

Sot Tom long, volunteer

What I'm seeing is the grass holding the sand back, and that's the important part of it."

These newly planted sea grasses- getting their first big test.

Sot Steve boutelle, lee county natural resources " it's a small thing but it makes a big difference."

These plants- are the last step in the fort Myers beach renourishment process.

All the parks on the northern end of Estero island- now have patches of sea oats, panic grass, railroad vine and dune sunflower."

Sot Steve

" we've seen other projects that we've done this on, like Bonita beach, and they've been hit by a storm and you can see the beach gets carved out and the roots of the sea oats are exposed, obviously doing their job holding the sand."

The job-big.

The cost- just under $ 16,000.

Sot Steve

It is a pretty small investment that we think has big return."

The goal- help the $4.2 million dollar renourishment project last.

St Steve

" it also adds additional wildlife habitat value and aesthetic value for the county parks above and beyond the beach management component."

The plants are already growing, digging in their roots to save the beach from this wind- and future storms.

Sot Marjorie

" it's keeping it on beach so that the beach will still be here for a long, long time."
