FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

WARM WEATHER CONTINUES

Variable clouds will become mostly clear later tonight as we continue to track a front in northern Florida. The cold front up there still doesn't look like it's headed this way with cooler weather and will continue to slowly die off over the next few days. That means we will continue to see a few clouds mixed with some sunshine and warm weather in the afternoon on Wednesday. The average high for this time of year is 82 degrees and we will hit that number again tomorrow. Rain chances stay pretty low for Wednesday, but not down to 'zero'. It looks like there could be an isolated shower tomorrow covering roughly 20%, or less, of the area. Overnight lows this evening will drop back into the 60's and a little fog could form east of the interstate on Wednesday morning.

The extended outlook calls for fairly quiet weather on Thursday and Friday with another chance for a shower on Saturday. By Sunday, the winds will become a bit more northerly and our temperatures will begin to cool as we head into next week. Our temperatures this week have averaged a few degrees above normal and next week looks to be a few degrees below normal as Thanksgiving approaches. Return to index of stories...

FINANCIAL MARKETS HAVE MOVED VERY LITTLE IN THE PAST SEVERAL DAYS AS INVESTORS DIGEST THE LOOMING FISCAL CLIFF.

LAST WEEK NICK, YOU BRIEFLY SUMMARIZED THE THREE DIFFERENT SCENARIOS OF HOW THE FISCAL CLIFF COULD UNFOLD.

IF WE DON'T SEE A RELATIVELY POSITIVE OUTCOME FROM OUR LEADERS IN WASHINGTON, WHAT COULD THE FISCAL CLIFF MEAN FOR OUR SENIORS AND RETIREES? Return to index of stories...

WELLS ADVISORS-PLASMA

Well first, just for those who didn't see last week's segment, we believe that there are three scenarios that could unfold around the fiscal cliff. Return to index of stories...

WELLS ADVISORS-CG

The first, and most likely outcome, would be for lawmakers to find an acceptable middle ground that would include some tax increases and some spending cuts, but not the full measure scheduled to occur at the end of the year.

The second scenario would be to just postpone the fiscal cliff tax hikes and spending cuts for another year. However this scenario would probably be viewed as irresponsible by credit rating agencies, and the U.S. debt credit rating could be downgraded.

The third, and least likely, scenario would be for Congress to become deadlocked over negotiations and allow the country to go over the cliff. And I think that most Americans agree that this outcome would be very negative for the economy, the market, not to mention their own personal finances. And one section of Americas that would be impacted the greatest are seniors and their retirement plans. And here's how.

First, income in the form of qualified dividends that retirees receive from their stocks and mutual funds are currently taxed at a maximum rate of 15%. If we go over the cliff, dividends would then be taxed at ordinary income rates, up to 40 percent. So take a stock like AT&T that pays roughly a 5% dividend.

Under the current tax structure, somebody in the 35% tax bracket would still be taxed at 15% on those AT&T dividends and have an after tax yield of 4.25%. If we go over the cliff, those dividends would be taxed at 35% and the retiree would have an after tax yield of only 3.25% in essence losing and entire 1% of their dividend due to the tax increase.

Second, the maximum rate on long-term capital gains will increase from 15% to 20%. What this means is that when retirees sell a position with a gain, when they go to reinvest those funds, they will basically lose 5% of their purchasing power due to the tax increase.

Third, going over the fiscal cliff will also mean cutbacks to Medicare which means that retirees will, one way or another, have to pay the difference. Cutbacks in Medicare will also place pricing pressures on doctors and facilities which might make it more difficult for millions of seniors to find a doctor and receive the level of care they are accustomed to.

o Fiscal cliff = challenged economy = challenged markets

Last, and from a more global perspective, if we go over the fiscal cliff, the anticipation is the US economy will suffer. And if the economy suffers, so will the US financial markets, the housing market, and interest rates. For retirees, the reduction in value of their investments and their homes that would soon follow the falling off the cliff, would present many challenges to getting through retirement successfully and with peace of mind.

But again, we believe that leaders in Washington will come to some kind of compromise which should allow the US economy to continue rebounding from the recent financial crisis. Return to index of stories...

According to the florida department of transportation, there will be *no daytime detours for the next several days. Instead, construction crews will wait until nighttime to close or shift any lanes. Commuters we spoke to say that makes much more sense.

DEMOCRATS-INCLUDING THE PRESIDENT- FAVOR RAISING TAXES ON THE WEALTHY.

LAWMAKERS ALSO HAGGLE OVER WHAT TO CUT- HOW TO CHANGE THE TAX CODE- AND WHERE TO FIND SAVINGS IN ENTITLEMENT PROGRAMS.

Wyoming 1:00 - 1:04

"Our biggest problems are the spending on Social Security, on Medicare."

CONGRESS CREATED THIS FISCAL CLIFF LAST YEAR- ASSUMING IT WOULD FORCE THEM TO REACH A COMPROMISE ON AN ALTERNATIVE DEFICIT REDUCTION PLAN.

BUT WITH JUST ABOUT SEVEN WEEKS BEFORE THE YEAR IS UP.

A DISTURBING TRUTH ABOUT HIV, IS THAT TOO MANY PEOPLE MAY BE SPREADING IT BECAUSE THEY DON'T KNOW THEY HAVE IT. EARLIER THIS YEAR THE FDA APPROVED A TAKE HOME TEST, NOW RESEARCHERS HAVE FOUND A NEW WAY TO LOOK FOR HIV IN POORER COUNTRIES. AMY OSHIER HAS MORE IN OUR HEALTH MATTERS REPORT. STAFF AT THE McGREGOR CLINIC SEE THE FACES OF HIV AND AIDS EVERY DAY. THE NON-PROFIT PRACTICE IS ON THE FRONT LINES OF THE EPIDEMIC, HELPING THE MEDICALLY AND FINANCIALLY NEEDY. THE CDC ESTIMATES 1.2 MILLION PEOPLE IN THIS COUNTRY ARE LIVING WITH HIV. ONE IN FIVE, DON'T KNOW IT.

Dr. Marshall D'Souza/HIV Specialist

Runs:

7:44 Our goal needs to be test and treat. Test these people, get them into care.

EARLIER THIS YEAR, THE FDA APPROVED THE FIRST RAPID, TAKE-HOME HIV TEST.

SHARON MURPHY/EX. DIR. McGREGOR CLINIC

RUNS:

:53 It's an OraQuick- so there's no needle, there's no blood, it's a swab inside the mouth. There's a double line if it's positive so they get a results very quickly in the privacy of their own home.

AMY OSHIER/REPORTING

RUNS:

Quick and painless yes. One of the downsides is, the saliva test comes back with a lot of false negatives because the viral load is too low to be detected.

Dr. Marshall D'Souza/HIV Specialist

Runs:

9:20 If the test is negative, it may be an early infection. Sometimes the test can take as long as three months or sometimes as long as six months to become positive. So a negative test does not mean that there is no HIV. The test needs to be repeated.

RESEARCHERS IN THE UK BELIEVE THEY'VE COME UP WITH A BETTER WAY. CHEAPER AND FASTER, IT IS A HIGHLY SENSITIVE BLOOD TEST THAT TURNS COLOR IN THE PRESENCE OF AN HIV BIOMARKER CALLED P-24.THE TEST WILL FIRST BE USED IN THIRD WORLD COUNTRIES. EXPERTS ARE OPTIMISTIC: THAT ANYTHING THAT LEADS TO EARLY DETECTION AND TREATMENT, IS A GOOD THING.

SHARON MURPHY/EX. DIR. McGREGOR CLINIC

RUNS:

:26 Our client population increases by 20 percent every year. So that is staggering for us. We know that's it's preventable, we know what should be done, but people are still at risk and still being exposed.

- THESE PICTURES REMIND US BEAUTY IS NOT JUST SKIN DEEP

SOT/Joey Bartolomeo, Senior Writer, People Magazine 01:01:27 - it's

"PHARM PARTIES". THE "PHARM" IS SHORT FOR PHARMACEUTICALS.

JENNIFER ABNEY REPORTS ON THIS DANGEROUS AND EVEN DEADLY GROWING TREND. Return to index of stories...

PHARM PARTIES-PKG

"A Pharm party is when a bunch of kids, you know either buy whatever kind of pills you can get your hands on. It's similar to any other party, your going to find other drugs like alcohol and marijuana and stuff."

"It's extremely dangerous. I mean, it's like literally playing Russian roulette."

IT'S NOT A NEW TERM-- BUT IT'S ONE THAT DR. NEIL CAPRETTO IS STARTING TO HEAR MORE OFTEN.

HE SAYS WHEN YOU START MIXING DRUGS, YOU CAN GET A LETHAL COMBINATION

"There was a young girl in our community recently was at a party and took two pills, didn't know what they were. They were two 80 mg of oxycontin. that's equal to 36 percocets at one time."

A RECENT STUDY SHOWED 20 PERCENT OF TEENS WILL HAVE TRIED PRESCRIPTION DRUGS BEFORE THEY GRADUATE.

THIS PATIENT POPPED HIS FIRST PAINKILLER WHEN WAS JUST 14 YEARS OLD.

"My mom was in surgery and we had some pills around the house so I took those. For Opiates I used to do a Perk 30 or an Oxy 5. I was doing that at least once a day."

"I tell parents treat narcotic medicine like it's a loaded gun bc actually more people die in your community from OD from Rx medicines than homicides and traffic fatalities."

ADDICTION DOESN'T DISCRIMINATE.

THE PATIENT WE INTERVIEWED GREW UP IN AN AFFLUENT SUBURB.

THAT'S WHY DR. CAPRETTO SAYS PARENT NEED TO BE INVOLVED IN THEIR CHILD'S LIFE.

"Keep your radar on. This is too important. The life of your child depends on this." Return to index of stories...
