S/ Chief Paul Berardi / Kansas City Fire Dept. 1:09

S/ Frances Kuo / reporting

IN THE MORNING LIGHT.

THE CHARRED, FLATTENED REMAINS OF NEARLY AN ENTIRE CITY BLOCK SHOW JUST HOW POWERFUL THE EXPLOSION WAS.

AND HOW DEADLY.

"we have recovered a body at the scene. we cannot provide positive identification at this point."

RESCUERS USED CADAVER DOGS TO SEARCH THE BURNED OUT RUBBLE FOR ANY UNACCOUNTED VICTIMS OF THE BLAST.

MORE THAN A DOZEN OTHER PEOPLE WERE INJURED. SEVERAL REMAIN HOSPITALIZED IN SERIOUS CONDITION.

A NEARBY SURVEILLANCE CAMERA CAUGHT THE MOMENT OF THE EXPLOSION.

FROM THE AIR THE FLAMES COULD BE SEEN FOR MILES.

BEFORE THE BLAST, UTILITY CREWS, ALREADY WORKING IN THE AREA, ALERTED THE FIRE DEPARTMENT TO EVACUATE NEARBY BUSINESSES AND RESIDENCES.

"next thing I know. BOOM everything just exploded."

"I just heard a loud concussion. the whole back of the bus stop and then I went to the ground."

BUT NOT EVERYONE WAS ABLE TO GET OUT IN TIME.

OFFICIALS SAY THEY ARE STILL LOOKING FOR A MISSING WOMAN WHO WORKED AT JJ'S. THE LANDMARK RESTAURANT AT CENTER OF THE BLAST.

BUT COULD NOT CONFIRM THE REMAINS FOUND THIS MORNING WERE THOSE OF THE MISSING WORKER.

"No positive identification has been made, not even to the gender of who has been found."

NOW, THE INVESTIGATION INTO WHAT CAUSED THE EXPLOSION AND WHO IS RESPONSIBLE IS UNDERWAY. BUT NOT BEFORE ALL POSSIBLE VICTIMS ARE IDENTIFIED.

"The main thing we've been focused on is people. taking care of people/ we'll get to the money phase, we'll get to the blame phase later."

A PHASE OFFICIALS WARN WILL TAKE TIME.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

NICE WEATHER AGAIN TOMORROW

The weather patter still looks good for us tomorrow. I expect mostly clear weather this evening and, once again, tomorrow morning will likely be foggy in some places to start the day. Fog this morning reduced visibility in many areas and there could be a repeat performance tomorrow morning. Temperatures this evening will fall through the 60's and land about 59/60 to start the day on Thursday. The weak front I mentioned yesterday has washed out over the center part of the state and we won't be seeing any cool weather move down here. Tomorrow's highs will be the in mid 80's and beach temperatures will be in the upper 70's. Winds off the cool Gulf of Mexico water will keep beaches a few points "cooler" than inland areas.

Looking ahead to the weekend it appears than another weak front will move into the northern part of our state and we remain on the warm side of this next weather system. Some computer guidance tries to pop up a few showers on Sunday afternoon, but I think it will be mainly dry for our area this weekend. Humidity will continue to come up a bit each day through Sunday as we top out around 84 degrees.

For forward planning - the long-range forecasts predict a pattern change for us by the middle of next week. We will start to see more showers moving in and some cooler temperatures are predicted by the first weekend in March. Return to index of stories...

nats hi whats going on

18:42 they're always there behind the scenes, they're doing the job of an administrator, of a resource officer, they're there to talk to you like a guidance counselor 49

SCHOOL RESOURCE OFFICERS LIKE STEFFEL WORK WITH ADMINISTRATION TO KEEP CHILDREN SAFE.

15:20 stuff goes down sometimes and if there's no body here to stop it. hey 25

32:57 public safety is the priority but you wouldn't do anything else if we just sat here waiting or something to happen 03

SO HE'S ON THE MOVE.

36:10 the majority of our day is spent building those relationships, answering questions, and being a resource and an asset to the school, to the children and to their families 19

THAT TRUST- DOESN'T ALWAYS COME EASY.

8:26 I'm more interested in getting them out of trouble and keeping them out of trouble than I am busting them or looking over their shoulder and trying to catch them with everything they do 34

ONCE IT'S BUILT- KIDS COME FORWARD WITH ALL TYPES OF CONCERNS.

30:11 there was a girl who had an issue with somebody vandalizing her car in the parking lot this morning, other people have issues that get into serious things like sexual assaults that happen off campus or a few years ago that they're still trying to deal with 26

AN SRO HELPED JASIL HALL TACKLE BULLYING.

23: 30 classes were switched and people were talked to and it was done immediately so it was very helpful 34

SO HELPFUL,

THIS HOUR WE'VE LEARNED FLORIDA'S GOVERNOR IS WILLING TO GO ALONG WITH A KEY PART OF 'OBAMACARE.'

RICK SCOTT HAS AGREED TO EXPAND MEDICARE TO NEARLY A MILLION MORE FLORIDIANS.

THE ABOUT FACE, COMES AFTER THE FEDERAL GOVERNMENT GAVE HIM A VICTORY.

FLORIDA CAN NOW SHIFT MEDICAID PATIENTS INTO THE *PRIVATE* MARKET.

SO HOW WILL IT AFFECT THE AVERAGE JOE. AND HOW MUCH WILL IT COST.

CHAD OLIVER IS HERE TO ANSWER SOME OF THOSE 'GOOD QUESTIONS.'

CHAD. Return to index of stories...

FL MEDICAID PRIVATIZATION-TFC CTR

MEDICAID IS FOR LOW-COME CHILDREN. SENIORS. AND PEOPLE WITH DISABILITIES.

RIGHT NOW THEIR DOCTORS GET REIMBURSED DIRECTLY BY THE STATE. AND THE COSTS CAN VARY.

GOVERNOR SCOTT WANTS MORE PREDICTABLE COSTS.

HE'S GETTING THEM BY ADDING A MIDDLE MAN SO TO SPEAK.

FL MEDICAID PRIVATIZATION-(2)SS-OC-SOT-OC-SS

"WILL ELIGIBILITY FOR MEDICAID IN FLORIDA CHANGE?"

THE ANSWER, NO, ELIGIBILITY WILL NOT CHANGE.

THIS IS NOT ABOUT MOVING PEOPLE OFF THE PROGRAM.

ANOTHER GOOD QUESTION -

"WILL MEDICAID PATIENTS STILL HAVE THE SAME ACCESS TO DOCTORS AND SERVICES?"

THAT'S A LITTLE HAZY.

THE STATE CLAIMS BENEFITS WILL NOT CHANGE.

KEEP IN MIND THOUGH THESE ARE FOR-PROFIT PROVIDERS.

I SPOKE TO ONE HEALTH ADVOCATE WHO'S BEEN WORKING ON MEDICAID REFORM FOR 5-YEARS.

SHE'S CONCERNED PATIENTS WON'T SEE THE SAME QUALITY OF SERVICES THEY RECEIVE NOW.

"HMO'S have to make a profit. The only way that they've been able to do that, that we've seen is to reduce the amount of services they provide. It's an easy math equation. You're given a certain amount of money to provide for an expensive population. How do you make money? You have to hold back."

MEDICAID PATIENTS WILL HAVE MORE CHOICE WHEN IT COMES TO *LONG-TERM CARE.*

RIGHT NOW TRADITIONAL MEDICAID DOESN'T PAY FOR HOME OR COMMUNITY-BASED CARE.

THAT WILL CHANGE UNDER THIS PLAN.

AND THE LAST GOOD QUESTION - "WHEN DO CHANGES GO INTO EFFECT?"

OCTOBER OF THIS YEAR.

THOSE IN LONG-TERM CARE, LIKE NURSING HOMES, WILL SEE THE CHANGES FIRST.

THEN BY THE END OF 20-14, EVERY MEDICAID RECIPIENT SHOULD BE SHIFTED TO THE PRIVATE MARKET. Return to index of stories...
