FORMER MAYOR JOHN SULLIVAN WAS VOTED OUT OF OFFICE THREE MONTHS AGO --

TODAY -- HE'S STILL FIGHTING FOR HIS SEAT.

SOT: "You take 61 out of her stack and put it in mine -- i won. So why not? I got a lot of my supporters pushing me to do it. I listen to people and decided to do it."

AND TO DO THAT -- HE'S LOOKING OVER NEARLY 15-HUNDRED EARLY VOTING BALLOTS -- THE ONLY ASPECT OF THE ELECTION HE LOST.

SOT: "Mayor sullivan had been ahead of Marni Sawicki in the election day ballots, he was ahead in the absentee ballots -- but lost in early voting ballots."

MARNI SAWICKI WON BY A TOTAL OF 121 VOTES -- LESS THAN ONE PERCENT --

ALTHOUGH A CLOSE RACE -- IN ORDER TO GET AN AUTOMATIC RE-COUNT -- THAT NUMBER NEEDED TO BE LESS THAN 1/2 OF A PERCENT.

THAT'S WHY SULLIVAN HAS TAKEN THE ISSUE TO COURT -- USING THIS TALLY, AS EVIDENCE.

SOT: "We found some anomalies and we want to make sure the right person is sitting in that seat."

SOT: "I don't think we'll find any discrepancies or any anomalies." Return to index of stories...

NATS opening bell

Today, investors are hoping for a rebound on Wall Street, after a brutal

blow to stocks in 2014 that has sent 401ks plunging.

The Dow Jones down 326 points yesterday - it's worst day in over 7 months.

SOT/Yahoo - the global economy is cooling off and not as strong as last year

The sell-off sent ripple effects around the world with Asian markets

overnight going into free fall.

Investors are rattled by big costs to business during the unusually cold and

wintry weather. Everything from skyrocketing natural gas prices to

thousands of cancelled flights.

Meanwhile, production at American factories has hit an 8-month low.

SOT/Sam Stovall - and then when we got the manufacturing report, I

think it sort of added gasoline to the fire and that's why we ended up in

the red.

For the average American family, it's meant a scary start to 2014 with

a typical 401k down almost 6 percent.

That means a nest egg of 100-thousand dollars has lost 6-thousand in the

last month alone.

SOT/Yahoo guy - keep it in context to the fact we had a huge up year last

year and 2012 was a very good year. / When you're up more than 100% and

give back 7% it's not such a bad thing. Right?

CLOSE: Market strategists say that context is key - and to not overreact to

any single bad day. After the big plunge on Monday, markets today are

hinting at a modest recovery. Return to index of stories...

Return to index of stories...

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

"Near record heat"

It was a warm start to the week with afternoon temperatures running 10° above average for this time of year. The unseasonably warm weather will remain locked in place for the next several days, with a slight cool down to follow by early next week.

Our morning will get off to a mild and muggy start with temperatures in the upper 60s. After a few patches of fog and even a stray shower along the coast, we'll be treated to a mix of sun and clouds during the afternoon. A southeasterly breeze will continue to pump in the humidity and the warmth as daytime highs climb into the middle 80s. In fact, a few of our inland communities are on their way to the upper 80s today. The developing west coast seabreeze will keep our beaches and coastal areas a few degrees cooler. Due to the heat and extra humidity, an isolated shower or two can't be ruled out. Any rain that develops during the day will favor areas east of I-75.

Tonight, a few patchy clouds will give way to areas of fog during the pre dawn hours. It will also be another mild and muggy night as temperatures settle into the middle to upper 60s.

A front situated to our north will slowly work its way across central Florida and stall on Wednesday. This will keep an increased chance for rain in the forecast during the afternoon and through Thursday. Daytime highs will remain warm as they return into the lower to middle 80s. Clouds will stick around through Friday before the sunshine returns for the first half of the weekend. By Sunday, we'll be tracking another front making its way down the Florida peninsula. This weather system will bring scattered showers to the area on Sunday, with another cool down in the works by early next week. Return to index of stories...

STRAY BULLET TO THE HEAD-PKG

THIS IS A PICTURE OF SCOTT FRALEY TAKEN ON SUNDAY MORNING.

NOTE HIS BEIGE BALL CAP.

HERE'S THAT SAME HAT A LITTLE LATER AFTER A STRAY BULLET HAD LODGED ITSELF IN SCOTT'S HEAD.

THE 53-YEAR-OLD FROM RAYMOND HAD GONE TO THIS WEST GARDINER STREAM TO SEE A FRIEND WHO WAS ICE FISHING.

"We're having a conversation and I hear a gun go off. a gunshot. and then, all of a sudden, it was as if somebody cracked me in the back of the head with a baseball bat and then I grabbed my head and I could feel that there was a big lump on my head. I didn't know what had happened. I looked at my hand. I had a lot of blood on it."

SCOTT REALIZED THAT HE'D BEEN SHOT AND, FOR A FEW FRIGHTENING MOMENTS, DIDN'T KNOW HOW BADLY HE'D BEEN HURT.

"Yeah, I didn't know if I was going to live or die. There was a quite a bit of blood, you know?"

THIS WASN'T THE FIRST TIME SCOTT HAS COME UNDER FIRE.

HE WAS IN THE ARMY FOR 11 YEARS AND SERVED IN THE FIRST GULF WAR - EARNING A BRONZE STAR.

HE'S BEEN IN COMBAT BUT HAD NEVER BEEN SHOT.

"I've had so many close calls. I mean extremely close, close calls."

SCOTT AND HIS WIFE LISA ARE STILL A BIT STUNNED BY THIS MOST RECENT CLOSE CALL.

"You just never would think in a million years that he would be out with his friends on the lake on a gorgeous day and that could happen. You just never would dream of it."

THE MAINE WARDEN SERVICE QUESTIONED 21-YEAR-OLD BRYAN HICKEY OF WEST GARDINER.

INVESTIGATORS SAY HICKEY ADMITTED HE HAD BEEN HUNTING ON SUNDAY MORNING.

THE DISTRICT ATTORNEY'S OFFICE IS WEIGHING WHETHER IT WILL FILE CHARGES.

"People who use firearms should know what it is they're doing and be extremely safe - that it's not a toy. If you're going to point it, you need to know what you're pointing it at and there's just no excuse for that - zero. because the consequences are irreversible." Return to index of stories...

UNDERSTANDING THE SELLOFF-PKG

IT WAS A BRUTAL DAY ON WALL STREET - WITH THE DOW PLUNGING 326 POINTS MONDAY- DOWN A TOTAL OF 7 PERCENT SINCE THE BEGINNING OF THE YEAR.

THE DRASTIC DROP - SPARKED BY A WEAK MANUFACTURING REPORT AND DISAPPOINTING SALES FROM BIG AUTO MAKERS LIKE G-M -FORD AND TOYOTA.

BUT FOR MANY- THE SELL-OFF ISN'T SURPRISING.

HERE'S WHY.

FIRST, STOCKS CAN'T GO UP FOREVER….AND AFTER LAST YEAR'S HUGE RALLY - MANY EXPERTS CALLING THIS AN EXPECTED CORRECTION.

I don't think this correction is over. The last time I talked about a correction it was sort of like waiting for Godot.

SECOND, THERE'S A NEW LEADER AT THE FEDERAL RESERVE.

JANET YELLEN IS PICKING UP WHERE BEN BERNANKE LEFT OFF. AND HAS TO PULL BILLIONS OF DOLLARS OF STIMULUS OUT OF THE ECONOMY, WITHOUT DERAILING THE RECOVERY.

THIRD, EMERGING MARKETS. INCLUDING TURKEY, SOUTH AFRICA, INDIA, BRAZIL AND INDONESIA. ARE IN TURMOIL…LEAVING INVESTORS SHAKY.

AND FINALLY, THERE ARE QUESTIONS ABOUT WHERE THE U-S IS HEADED.

DOZENS OF COMPANIES HAVE PUT OUT WEAK EARNINGS FORECASTS.

TRANSLATION: A LACK OF CONFIDENCE.

FOR THOSE REASONS, THE SELLING IS LIKELY TO CONTINUE.

BUT HOW MUCH?

MANY EXPERTS PREDICT THE MARKETS COULD SEE A STAGGERING 10-PERCENT DECLINE FROM RECENT HIGHS.

MOST SAY THOSE LOWS WILL BE BRIEF, AND STOCKS WILL ULTIMATELY RISE IN 2014. FOR NOW- BUCKLE UP AND GET READY FOR BUMPY RIDE. Return to index of stories...

"It's a very common problem and one that can be addressed with various types of interventions."

THOSE INTERVENTIONS OR TREATMENTS INCLUDE: AVOIDING DIETARY IRRITANTS TO THE BLADDER, LIKE CAFFEINE AND ALCOHOL; EXERCISES TO STRENGTHEN THE BLADDER MUSCLES; ESTROGEN THERAPY AND MEDICATION.

US TEAMS ARRIVE-TRX PKG

PRESIDENT PUTIN IS HERE IN SOCHI MAKING FINAL CHECKS AND MEETING WITH OLYMPIC OFFICIALS.

TOMORROW HE WILL WELCOME THE TEAM FROM RUSSIA.

MEANWHILE, TEAM USA IS MAKING ITS OWN ASSESSMENT OF SOCHI.

'The vibe is crazy and it's a beautiful place'

'Yeah just go straight there'

THE WOMEN'S HOCKEY TEAM ARRIVED KEEN TO GET THEIR SKATES ON.

'Just excited to be here and to get on the ice and show the world what we have'

JUST FOUR HOURS LATER.THEY WERE IN THE OLYMPIC ARENA.

AND SO FAR THE SNOW HAS BEEN GETTING A SEAL OF APPROVAL.

'The run up to the games have been riddled with bad PR. One major concern has been there there would be enough snow. Just an short time up here and that one question the Russians don't have to worry about."

BUT SOME ATHLETES HAVE BEEN QUESTIONING THE CONDITION OF THE COURSES.

"The course was just built so they're still working out all the kinks."

WHILE OFF THE SLOPES THE INTERNATIONAL OLYMPIC COMMITTEE ADMITS SOME ACCOMMODATION IS NOT FULLY READY

FOR SEVEN YEARS SOCHI HAS BEEN PREPARING FOR THIS.EVEN EDUCATING THEIR CHILDREN ABOUT THE OLYMPICS… THEY SAY THEY *ARE* READY FOR THE GAMES TO BEGIN.

'It is very great and I'm very happy that Olympic games will be in Sochi'

Who is gonna win more medals, USA or Russia?

'Russia'

I THINK THEY'RE A LITTLE NERVOUS TO BE INTERVIEWED BUT THEY ARE REALLY EXCITED ABOUT THE GAMES AND IT WAS REALLY GREAT TO GET UP THERE ON THE MOUNTAIN AND GO SKIING.

YOU'D THINK WITH THIS WARM WEATHER THAT IT MIGHT BE SLUSHY OR IT WOULD HAVE MELTED OR FROZEN OVER BUT NONE OF THAT, IT REALLY IS TERRIFIC UP THERE.

SHE'S HAD EIGHT HEART ATTACKS; A COUPLE OF THEM WERE SEVERE.

"The first two were terrible. I was in so much pain that I cried and begged God to take me home. I said, 'Please Jesus, take me out of this.' He wouldn't, and then after I heard about the hospital and how they can use things like that, I thought maybe that's what God left me here for."

WORST WINTER TO FLY-PKG

YET ANOTHER WINTER STORM ONCE AGAIN PROVING. WHEN SNOW FALLS. PLANES STOP FLYING.

"We found out we were canceled to six am in the morning"

IN FACT LAST MONTH WAS THE WORST JANUARY FOR FLIGHT CANCELATIONS IN YEARS.

ACCORDING TO FLIGHT TRACKING SITE FLIGHTAWARE. A STAGGERING FORTY THOUSAND U.S. FLIGHTS WERE CANCELED IN JANUARY. THAT'S FOUR TIMES MORE THAN THE PAST TWO YEARS.

NASTY WEATHER IS PARTLY TO BLAME -

LIKE THIS STORM THAT BURIED NEW YORK'S J-F-K

They said it gonna be a couple of days before the next flight to Toronto so I just booked myself a bus ticket.

AND THE ONE THAT FROZE CHICAGO'S O'HARE. GROUNDING PLANES AND FREEZING FUEL PUMPS.

"Last time I saw my luggage was in Chicago when we rechecked it. It was three days ago, it was four day, four days ago."

MORE AIRLINES ARE NOW PRE CANCELING FLIGHTS. TO AVOID FLYING IN BAD WEATHER--THAT WOULD RISK PLANES AND PASSENGERS GETTING STUCK OR SNOWED IN.

FEDERAL RULES ALSO CAUSE CANCELLATIONS.

AIRLINES DON'T WANT TO RISK PASSENGERS WAITING TOO LONG ON THE TARMAC.THAT COULD NET FINES OF MORE THAN A MILLION DOLLARS. SOME ANALYSTS ALSO BLAME THE NEW RULE REQUIRING PILOTS GET MORE REST BETWEEN SHIFTS.

Everyone is in favor of more safety and certainly passengers want their crew to be rested, but there is no question when a pilot can work fewer hours in a week, and can work fewer hours in a day between flights there are going to be more delays and cancellations.
