THE SNOW, ICE AND FREEZING RAIN ARE TOUGH TO ESCAPE. 77 MILLION AMERICANS, ABOUT ONE IN FOUR, IMPACTED BY THIS SYSTEM ALONE.

IN NEW YORK IT'S THE SECOND SNOW FALL SINCE MONDAY.

TRAINS AND SUBWAYS WERE HAMPERED BY POWER OUTAGES AND DEBRIS ON THE TRACKS.

FOUR INCHES OF SNOW FELL OVERNIGHT FOLLOWED BY HEAVY RAIN, LEAVING HEAVY SLUSH AND DEEP PUDDLES FOR PEOPLE TRYING TO MAKE IT WORK AND SCHOOL.

"It's very slippery you know you have to just watch your step and look out for the puddles."

TO THE SOUTH AND WEST FREEZING RAIN MADE ROADS SLICK AND BROUGHT DOWN POWER LINES. FURTHER NORTH HEAVY SNOW MADE DRIVING TREACHEROUS.

AIRLINES CANCELED MORE THAN 2500 FLIGHTS FROM CHICAGO TO MAINE AND HUNDREDS OF THOUSANDS OF PEOPLE ARE WITHOUT POWER. MOST IN PENNSYLVANIA.

WITH SO MANY PUNCHES THIS YOUNG YEAR SOME ARE READY FOR AN EARLY SPRING.

"i'm hoping this thing is done. I can't wait for the warm weather."

OTHERS THOUGH ARE EMBRACING THE CHALLENGE AS IF ENDURING SNOWFALL UPON SNOWFALL GARNERS SOME SORT OF BADGE OF HONOR.

"we need the snow"

reporter: We do?

"we do, we're New Englanders."

ANOTHER NORTHEAST STORM IS FORECAST FOR THIS WEEKEND.

THERE HAVE BEEN SO MANY SNOWFALLS IN THE NEW YORK CITY AREA THIS YEAR ALREADY THAT NEW YORK CITY AND MANY OF THE SURROUNDING TOWNS ARE ACTUALLY RUNNING OUT OF ROAD SALT.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

RAIN CHANCES CONTINUE

It was a somewhat cloudy and warm day across the area Wednesday, with highs in the low to mid 80s. Expect the clouds to continue this evening, with temps holding in the 70s. Areas of fog may develop later tonight, with lows holding in the upper 60s.

Our frontal system stays near the region Thursday. This will again result in plenty of cloud cover and a chance for scattered showers across the area. Thursday will also be muggy, with highs climbing into the low 80s.

The mostly cloudy skies remain in place for Friday, with a lesser chance of a rain shower. Highs to close the work week will hold in the low 80s.

We start the weekend with some sunshine, then scattered showers will likely develop late in the day. Saturday will again be muggy, with highs staying in the low 80s.

The frontal boundary finally moves through the area Sunday. This will end the rain chance and bring cooler conditions. Highs on Sunday will be in the upper 70s.

We start next week on a quiet and sunny note. Monday will feature plenty of sunshine with comfortable highs in the upper 70s.

Most of next week again looks fairly quiet, with temps slowly warming into the low 80s by midweek. Return to index of stories...

84 YEAR OLD JOE RUSSO SAYS WHEN HE PURCHASED HIS HOME A NUMBER OF THINGS CAUGHT HIS ATTENTION, BUT ONE THING STOOD OUT THE MOST.

05:14 "This is a destination point you come here to visit somebody or work in this area."

BUT NOW HE FEARS THIS BIT OF WORK IS PUTTING HIS PERSONAL PARADISE IN JEOPARDY.

"In five years I'll be 89 years old if I'm lucky enough to get that so that means the end of my life is going to be in a situation that I had no control of and I didn't ask for when I bought my property."

HE'S WORRIED ABOUT THIS --

WHAT WAS ONCE JUST GOING TO BE ANOTHER SINGLE FAMILY HOME HAS NOW BECOME A MODEL HOME.

05:32 "A model home sounds like a good idea, it's just another home, but it really isn't just another home."

THE DECISION TO KEEP IT AS A MODEL WAS GRANTED TODAY BY CAPE CORAL'S PLANNING AND ZONING BOARD THROUGH A SPECIAL EXEMPTION.

AND IT'S BEEN ONE OF MANY

SINCE 2011 THE NUMBER OF DEVELOPERS LOOKING TO CREATE MODEL HOMES HAS BEEN INCREASING.

GEORG KOSZULINSKI REPRESENTS THE PARTIES BEHIND THIS DEVELOPMENT ON SOUTHWEST 28TH PLACE.

HE SAYS WHILE THEY'RE JUST AS CONCERNED ABOUT APPEARANCE AND PRIVACY, IT JUST MAKES SENSE TO PUT THE HOMES IN RESIDENTIAL AREAS.

45:11 "Ultimately its going to be a single family home and somebody is going to live there."

"Some city leaders are referring to the homes as test pilot model homes an opportunity to work out all the bugs as more of these special exemptions become the norm"

CITY COUNCIL MEMBER RANA ERBRICK URGES RESIDENTS TO THINK OF IT AS "GROWING PAINS"

"Lets look at this as refresher course on what life was like in 2006."

FAR BEYOND THE POINT AS FAR AS JOE RUSSO CONCERNED

"There as a certain ambiance that this particular house and this particular street have enjoyed since it started that's going to change and it's going to change by having someone come along who can violate the rules and make this that kind of a situation."
