HIS SPEECH DIDN'T LAY OUT MUCH OF A PLAN, RATHER HE SPENT THE MAJORITY OF THE 50 MINUTES TALKING ABOUT WHAT HE'S ACCOMPLISHED WHILE IN OFFICE.

OVER THE LAST 3 YEARS --

FLORDIA HAS PAID DOWN $3.6 BILLION OF THE DEFICIT, CUT TAXES 24 TIMES AND HE WANTS TO SEE THEM CUT AGAIN THIS YEAR BY $500 MILLION DOLLARS.

ONE OF THE FEW THINGS HE DID LAY OUT FOR THE FUTURE --

HE'S LOOKING TO INVEST NEARLY $19 BILLION IN EDUCATION AND WANTS TO GET RID OF THE 15% INFLATION TUITION INCREASE.

BUT DEMOCRATS ARE CRITICAL SAYING THE GOVERNOR DID NOT TALK ENOUGH ABOUT SPECIFIC FUTURE PLANS TO WORK TOGETHER.

FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

"Another nice Tuesday"

It's been a gorgeous start to the first of week of March across Southwest Florida, with abundant sunshine and warm weather. A tranquil pattern will remain in place over the next couple of days keeping us on cruise control, before showers and storms return by late in the week.

Now that the fog has mixed out, mostly sunny skies will prevail through the mid morning with a few high clouds across the area. It will be another unseasonably warm day under sunshine and a few clouds with daytime temperatures climbing into the lower to middle 80s away from the coast. An afternoon gulf breeze will keep our beaches a few degrees cooler in the upper 70s to right around 80°.

With high humidity tonight and temperatures expected to lower into the 60s, we'll more than likely see a few patches of fog early tomorrow morning.

As high pressure slips east and weakens through Wednesday, we'll see a few more clouds across our skies. Our days will stay quite toasty with temperatures in the 80s. Our wind flow will begin to veer more south and southwest, allowing more moisture to move in across the peninsula keeping overnight temperatures in the middle 60s. A mainly dry weather pattern will stay in place through Wednesday, although a few isolated afternoon showers deep inland can't be ruled out. Showers and storms will be a good bet by Thursday as another storm system evolves and moves east across the Gulf of Mexico. Once the rain exits by early Friday, expect clearing skies and a slight cool down heading into next weekend with pleasant humidity values. Return to index of stories...

MID TERM ELECTIONS-PKG

The eight-month campaign sprint officially begins today, as Texas voters decide primaries up and down the ballot.

NATSOT FROM TEXAS

But these mid-term elections are going to end up being about one person who isn't on any ballot this year: President Obama, who is desperately trying to turn the campaign away from being about him:

SOT:

OPPORTUNITY FOR A FEW OR OPPORTUNITY FOR ALL. THAT'S WHAT THIS ELECTION IS ABOUT.

But the reality is, success or failure in this election all comes down to which party controls the Senate.

Democrats are playing defense; polls show the part is vulnerable in as many a DOZEN seats in the Senate. Republicans only need to win six for control.

And the GOP playbook? It's the same all over the country: make the election about President Obama and his health care law.

SOT:

IF I HAD MY WAY ABOUT IT, WE'D REPEAL OBAMACARE AND START ALL OVER AND GET IT RIGHT.

Many Democrats, particularly in the decisive red-state Senate races, are running scared.

In Kentucky, Alison Lundergan Grimes avoids health care, and says she doesn't need President Obama. Instead, she and other endangered Democrats are enlisting the help of another Democratic president.

SOT:

CLINTON: LOOK, I LOVE KENTUCKY. YOU'VE BEEN GOOD TO ME, YOU VOTED FOR ME TWICE

As for today's Texas races, two potential rising stars to keep an eye on.

NATSOT DAVIS

Democrats hope Wendy Davis' meteoric rise to national prominence translates into an upset over Republican Greg Abbott in the governor's race.

NATSOT BUSH

And Texas Republicans are poised to elect a third George Bush to office in 50 years. This one is Jeb Bush's son, George P. He's favored to win his first election as state land commissioner. Return to index of stories...

SURGERY TO REMOVE A DISEASED KIDNEY IS A MAJOR OPERATION- BUT OVER THE YEARS, WITH THE HELP OF TECHNOLOGY, DOCTORS HAVE BEEN ABLE TO DOWN-SIZE IT.

IN TODAYS HEALTH MATTERS AMY OSHIER REPORTS ON A 'HANDS ON' APPROACH. Return to index of stories...

HEALTH MATTERS-PKG

SYMPTOMS CAME ON FAST AND FURIOUS. ROBERT WISEMAN SUDDENLY FELT EXTREME PAIN COUPLED WITH BLOOD IN HIS URINE- HE THOUGHT IT WAS A KIDNEY STONE- BUT IT WAS MUCH MORE SERIOUS.

ROBERT WISEMAN/KIDNEY CANCER PATIENT

RUNS:

:21 I went to the emergency room and that's how they found out. They gave me a CAT scan and realized it was a big tumor.

A REALLY BIG TUMOR- HIS LEFT KIDNEY WAS TWICE THE SIZE OF HIS RIGHT. TO TREAT THE CANCER- IT HAD TO COME OUT. USUALLY A BIG OPERATION WITH A 12-INCH INCISION- HIS DOCTOR BELIEVED HE COULD SPARE ROBERT THE WORST.

DR. PAUL BRETTON/UROLOGIST

RUNS:

5:57 I told him 'look I think I can take your tumor out laparoscopically'. Because usually bigger than 10-12 cm you can't get them out. But it was in a location I was very comfortable since I've had a lot of experience doing these.

AMY OSHIER/REPORTING

RUNS:

The surgery was a hand-assisted laparascopic kidney removal. It takes the best of two surgical techniques and brings them together in one operation.

DR. PAUL BRETTON/UROLOGIST

RUNS:

4:24 Most surgeons are trained to do open operation where they use their hands, instruments and all these kind of things. We've evolved doing these things laparoscopically- so this is kind of a cross between the two of them and it improves the outcomes.

TRADITIONAL LAPAROSCOPY REQUIRES SURGEONS TO INSERT SLENDER TOOLS INTO THE BODY THROUGH A FEW SMALL POKE HOLES. USING THIS SLEEVE-LIKE PORT DOCTORS CAN NOW INSERT THEIR HAND WITHOUT VIOLATING THE AIRTIGHT CAVITY NEEDED TO EXPAND THE ABDOMEN.

DR. PAUL BRETTON/UROLOGIST

RUNS:

3:47 You're able to put your hand on the organ, you're able to feel the blood supply to the kidney. It's a lot safer for the patient and decreases the operative time.

THE HANDS ON APPROACH- ALSO LEADS TO FASTER HEALING TIMES AND LESS PAIN MEDICATION SINCE THIS DOWN-SIZED OPERATION IS LESS TRAUMATIC TO THE BODY.

ROBERT WISEMAN/KIDNEY CANCER PATIENT

RUNS:

4:57 I was in the hospital, up the next day and everything is good.

ONLY TWO WEEKS POST-OP ROBERT WAS BACK AT WORK WITH LITTLE TO SHOW FOR HIS HARDSHIP.

ROBERT WISEMAN/KIDNEY CANCER PATIENT

RUNS:

3:48 One incision that's going 5 or 6 inches across here and two small incisions.

THE BEST NEWS OF ALL- HE IS CANCER FREE.

DR. PAUL BRETTON/UROLOGIST

RUNS:

8:37 We had checked if it had spread anywhere else and fortunately for him it was all contained to his kidney.

SMART PHONE THEFTS-O ANIBOX

ITS ONE OF OUR COUNTRY'S FASTEST GROWING CRIME.

MORE THAN ONE AND A HALF MILLION SMARTPHONES ARE STOLEN EVERY YEAR -- AND NOW THERE'S A MAJOR

NEW PUSH FOR PHONE COMPANIES TO DO MORE TO PROTECT THEIR CONSUMERS.

PIERRE THOMAS SHOWS US THE CRACKDOWN ON CRIMES LIKE THESE. Return to index of stories...

SMART PHONE THEFTS-PKG

It can happen so fast. Watch as this thief snatches a victim's smartphone on

a Washington D.C. subway. He takes the phone---the victim chases--but this

race is not close. The crook easily escapes.

In Philadelphia--thieves race across the street to ROB this young man at

GUNPOINT. They methodically search him and steal his CELLPHONE.

To many criminals CELLPHONES are as VALUABLE as CASH.

SOT ERIC SCHNEIDERMAN / NY ATTORNEY GENERAL -- 15;17;53;02

Today in the United States 1 in 3 robberies and thefts involves a smartphone

in 2012 alone there were an estimated 1.6 million cellphone thefts across

the US.--robberies that are sometimes violent.

Police say 23 year old Megan Boken, a former volleyball star at St. Louis

University -- was gunned down for her iPhone 18 months ago.

She was targeted cause she was talking on her smartphone. At the time she

was talking to her mother, just checking in.

15:38:48 Megan was the kind of person you could always count on to brighten

your day.

Boken's family joined New York authorities Monday calling on smartphone

companies to design a kill switch--which would essentially render the phones

useless upon theft.

"that would remove the incentive for anyone to steal a smartphone."

The cell phone companies say they are trying to develop technologies to

assist, but worry about changes that might make smartphones more vulnerable

to hacking.

But critics say the phone companies are reluctant because they typically

sell a new phone every time one is stolen.

SOT BILL BRATTON / NYPD Commissioner -- 153200

They're making 30, 40, maybe 50 billion dollars a year on the new phone

sales,/They're making a fortune on this and they don't want lose it. Well

shame on them!

"While the debate continues. A word of advice: Be careful where you are

using your phone in public." Return to index of stories...
