FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

"Increasing rain chances"

After several days of nothing but sunshine and warm weather, changes are just around the corner as we track a developing storm system in the Gulf of Mexico. This will enhance our rainfall potential as we head into the Thursday time frame.

Mostly sunny skies will prevail through the mid day hours, with more clouds developing through the afternoon. Daytime highs will stay nice and warm as they max out in the lower to middle 80s. Right at the coast, expect temperatures a few degrees cooler in the upper 70s. While most of us end up dry, we have about a 30% chance for a few isolated showers. With an onshore wind today, any rain that develops will aim toward areas east of the interstate and out by Lake Okeechobee.

Tonight, clouds will increase and temperatures will lower into the middle 60s.

As an area of low pressure evolves and tracks east across the northern gulf, our skies will become mostly cloudy tomorrow with the threat for scattered showers and a few stronger storms. Despite the rain, temperatures will manage to climb into the upper 70s to 80°, however once the rain ends from west to east overnight, cooler and drier weather will move in across Southwest Florida. Clouds will linger through the early morning hours on Friday with more sunshine breaking out during the day. By Saturday morning, we're looking at temperatures in the upper 40s to lower 50s. The weekend looks fantastic with lots of sunshine, comfortable humidity, and highs near 80°. Return to index of stories...

WHEN A BRAIN TUMOR IS DISCOVERED, THE FIRST THING DOCTORS DO IS DETERMINE IT'S ORIGIN. WHETHER IT STARTED IN THE BRAIN, AS BRAIN CANCER. OR CAME FROM SOMEWHERE ELSE.

DR. CONSTANTINE MANTZ/RADIATION ONCOLOGIST

RUNS:

2:37 For example, we order an MRI on a patient ,we see that there's not just one tumor but there's a number of them and they're scattered throughout the brain that typically represents a metastatic cancer. That's one that has seeded the brain in a number of areas within it from some source outside of the brain.

WHY THE BRAIN? IT HAS TO DO WITH OUR PLUMBING.

DR. CONSTANTINE MANTZ/RADIATION ONCOLOGIST

RUNS:

6:14 The brain consumes about 25% of all the oxygen that our body takes in and in order to consume that much oxygen to do all of its functioning and work its needs to have a pretty healthy blood supply. And in part it's because that really dense blood supply that it's a favorite place for metastasis.

AMY OSHIER/REPORTING

RUNS:

About a quarter of all cancers that spread through the body will go to the brain. Metastatic brain tumors are more common than tumors that actually start in the brain. Some of the most common forms are breast cancer, lung cancer, melanoma and kidney cancer.

TREATING IT CAN INVOLVE SURGERY AND RADIATION. ADVANCED RADIATION TECHNIQUES ARE HELPING PATIENTS BY DELIVERING PRECISE, HIGH DOSE RADIATION TO HARD TO REACH TUMORS.

DR. CONSTANTINE MANTZ/RADIATION ONCOLOGIST

RUNS:

9:23 We will use specifically this Stereotactic Radiotherapy to treat challenging, difficult tumors in the brain, tumors that otherwise wrap themselves around critical structures that we want to avoid. Whereas in the recent years past we just could not offer a effective or safe treatment for them.

AS MORE IN KNOWN ABOUT CANCERS AND HOW THEY BEHAVE, DOCTORS CAN FIND BETTER WAYS TO TREAT IT OR DETECT IT IT'S EARLIEST STAGE. FOR LEE MEMORIAL HEALTH SYSTEM, I'M AMY OSHIER. Return to index of stories...

PROPERTY OWNERS IN FLOOD PRONE AREAS HAVE BEEN SUFFERING FROM FLOOD INSURANCE STICKER SHOCK.

"If you have somebody on a fixed income all of a sudden their bill goes from 2000 to 20,000 dollars, they can't afford to keep their house anymore."

THE PAIN HAS BEEN MOST DRAMATIC IN THE SUNSHINE STATE.

"Congress made this mess so it was our responsibility to fix it."

THE HOUSE OVERWHELMINGLY PASSED A RELIEF BILL THAT REVERSES SOME OF THE PREMIUM INCREASES.

AND LIMITS HOW QUICKLY RATES CAN RISE IN THE FUTURE.

Florida :xx-:xx

"This is insurance that affects a lot of Americans and thousands of Floridians."

NOW THE BILL HEADS TO THE SENATE. ROBERT MENENDEZ HAS BEEN LEADING THE NEGOTIATIONS.

New Jersey :xx-:xx

"I definitely would love, if we can get the republicans to agree with us, to the majority leader's ready to put it one the floor next week."

BUT CONSERVATIVE GROUPS SAY THE BILL LEAVES RATES AT LEVELS AT THAT DON'T MATCH THE RISK.

THEY SAY TAXPAYERS WILL BE ON THE HOOK FOR A FLOOD INSURANCE PROGRAM ALREADY 24 BILLION DOLLARS IN DEBT AFTER COVERING DAMAGES IN PART FROM STORMS SANDY AND KATRINA.

"The people who don't live in the flood prone area are the ones who are paying the bill."

THEY ARGUE PEOPLE LIVING IN FLOOD PRONE AREAS SHOULD BEAR THE RISKS.

audio outcue: In Washington, Danielle Leigh, NBC News.

THE WHITE HOUSE WON'T SAY WHETHER THE PRESIDENT PLANS TO SIGN THE BILL.

BUT IT HAS SAID THE PRESIDENT SUPPORTS EASING INTO RISK-BASED RATES.

WE'VE SEEN IT MANY TIMES.

HIGH SPEED POLICE PURSUITS TAKING A TRAGIC TURN.

"Be careful here."

POLICE DASH CAM VIDEO FROM 2004 SHOWS HOW A SIMPLE TRAFFIC STOP FOR A BUSTED HEADLIGHT ENDS IN DEATH.

OFFICERS IN WEST MEMPHIS, ARKANSAS WEAVE THROUGH TRAFFIC.

AS DONALD RICKARD AND HIS PASSENGER, KELLY ALLEN, LEAD THEM ON A HIGH SPEED CHASE THROUGH TWO STATES.

OFFICERS FINALLY CORNER THE HONDA, BUT RICKARD BACKS UP, ALMOST HITTING ONE OF THE OFFICERS.

POLICE OPEN FIRE, SHOOTING INTO THE CAR 3 TIMES AND THEN ANOTHER 12 TIMES AS IT SPEEDS AWAY.

TWO MINUTES LATER THE HONDA CRASHES INTO A HOUSE. RICKARD AND ALLEN BOTH DIED.

RICKARD'S FAMILY SUED, CLAIMING THE OFFICERS USED EXCESSIVE FORCE.

"There is a line that you do not cross and deadly force is that line unless it's justified."

"And in this case you don't think its justified?"

"Absolutely not."

BUT THE OFFICERS ARGUE THEY HAVE IMMUNITY WHEN PROTECTING THE PUBLIC IN DANGEROUS SITUATIONS REQUIRING SPLIT-SECOND DECISIONS.

"They were reasonably in danger it was up in the air what was going on next. certainly the public is in danger anytime somebody careens down the road at 100 mph or more."

THE CASE MADE IT'S WAY TO THE SUPREME COURT WHICH IS FOCUSING ON WHETHER THE OFFICERS USED EXCESSIVE FORCE AND IF LAWS AT THE TIME OF THE CRASH WOULD HAVE PROHIBITED THAT

"They are absolutely a use of force that must be measured against the Fourth Amendment's reasonableness standard." Return to index of stories...
