WHAT WAS SUPPOSED TO BE THE START OF A TRIAL WEEK FOR A FORMER COLLIER DEPUTY TURNED INTO A PLEA DEAL MONDAY MORNING.

CHARLES BULLOCK STORMED OUT OF COURT, PAST REPORTERS AFTER PLEADING NO CONTEST TO TWO COUNTS OF CHILD ABUSE.

Jerry Berry/Naples defense attorney/7:38:33 "I want to make it clear to the public that Chuck Bullock is not admitting to doing anything wrong."

BY PLEADING NO CONTEST - BULLOCK KNOWS FOR CERTAIN HE WON'T SERVE ANY JAIL TIME.

Jerry Berry/7:38:45 i"it isn't fair to chuck bullock that he was arrested, it isn't fair to chuck bullock that he had to plead any charges."

THIS ALL STARTED BACK IN 2010.

SURVEILLANCE VIDEO SHOWED CHARLES BULLOCK GOING INTO THE COASTLAND CENTER MALL BATHROOM - WHERE A 15-YEAR-OLD BOY SAID BULLOCK PERFORMED ORAL SEX ON HIM.

Jerry Berry/7:40:24 "he said he was forcibly raped, and yet he was at the same location several days in a row and kept getting forcibly raped, that's very hard to believe."

BULLOCK WAS LATER ARRESTED AND THE SHERIFF'S OFFICE FIRED HIM AFTER THE INCIDENT.

TOP NAPLES DEFENSE ATTORNEY JERRY BERRY SAYS THERE WERE "INCONSISTENCIES" FROM THE TEENAGER IN HIS DEPOSITIONS.

Jerry Berry/7:40:10 "if you listen to his story, there were things that made absolutely no sense when you try to piece them together."

THE STATE ACKNOWLEDGED THE ALLEGED VICTIM'S FAMILY WANTED PRISON TIME FOR BULLOCK IN THE PAST.

BUT THE PROSECUTOR SAID THEY WERE NEVER ABLE TO GET A HOLD OF HIM TO TALK ABOUT THE PLEA DEAL.

State Attorney Steven Maresca/7:26:45 "we've attempted numerous times in the past two weeks to contact the victim's phone and we were unsuccessful." Return to index of stories...

A BARGE CUTS THROUGH THE CALM, EARLY MORNING WATERS OF THE GULF.

ITS DESTINATION IS NEARLY THREE MILES OFF THE SANIBEL COAST.

THE SITE WHERE A FIRE ROARED TO LIFE AND DESTROYED THIS BOAT SINKING IT LAST MONDAY.

Allan Finlayson, Seasonal Resident

8:45:01 we could see it from FMB

NOT LONG AFTER THE BARGE SET ITS ANCHORS - BOATERS CAME UP FOR A CLOSER LOOK.

Allan Finlayson, Seasonal Resident

8:44:16 we were curious whether or not they were gonna lift that up today.

WHAT THEY SAW WAS DIVERS RIG THE BOAT - A GIANT CRANE SET EVERYTHING IN PLACE AND LIFT.

FIRST - A FLAG- NEXT CAME THE RAILING AND SOON ALL THAT WAS LEFT OF

THE BOAT APPEARED ABOVE THE SURFACE.

Capt. Phil Pica, Fish Tale Marina

8:49:40 a little worse than I thought it would be. It was burned all the way down to the water line as you can see, there's not much left of the boat. 8:49:45

STANDUP 8:46:47 this is no simple task. Even with the boat about half way up out of the water, there is still a lot of work crews have to do. Right now they're working to reinforce the boat, making sure it can get up onto the barge safely. 8:46:56

8:49:01 you never want a boat like that with all the diesel and all the contaminates to be left out here. If It's clean, it's one thing, but you want it cleaned up, you don't want that floating around the

environment. 8:49:12

FIRST ALERT FORECAST-WXWALL

GREAT WEATHER CONTINUES

Another nice day is on the way for Tuesday. The forecast for the balance of the evening looks mostly clear with low temperatures dropping to the upper 50's along the coast and lower 50's inland. The cool weather tomorrow morning will help lead to another round of fog in some places to start the day. Skies will be mostly sunny on Tuesday with a high in the upper 70's along the beaches and lower 80's inland.

This week we will be tracking a cold front moving toward Florida on Wednesday. The front will increase clouds over the area on Wednesday and a few showers could break out by late day. Temperatures will continue to be mild, despite the clouds, and in the lower 80's during the day.

Skies will clear out again for Thursday followed by a little cooler weather. Highs will be in the 70's on Thursday followed by a chilly morning on Friday.

At this point it looks like the long-range forecast is shaping up to give us another nice weekend with lots of sunshine and temperatures in the 80's.

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA. Return to index of stories...

UNPAID CHILD SUPPORT-CLIP-PKG

Joe Hargis - Pays Child Support - 21:04 it's hard because I don't really have the constant contact. 21:08

RYAN AND MADDIE MAY NOT SEE MUCH OF THEIR FATHER -

Joe Hargis - Pays Child Support 22:12 it's kind of hard to build a relationship through pictures and over the phone. 22:15

BUT THEY DEPEND ON THE CHILD SUPPORT JOE HARGIS SENDS EVERY MONTH.

Joe Hargis - Pays Child Support - 22:26 between both child support cases I'm spending approximately $800-$850 a month. 22:32

WHILE HE'S SENDING THE CHECKS, JOE TELLS US HIS KIDS HAVEN'T SEEN THE FULL AMOUNT SINCE AUGUST.

SO HE CALLED THE DEPARTMENT OF REVENUE, WHICH HANDLES CHILD SUPPORT PAYMENTS, TO FIND OUT WHY.

Joe Hargis - Pays Child Support - 30:57 they told me it was a very small problem, it hardly happens. 31:00

BUT THE NBC2 INVESTIGATORS UNCOVERED NEARLY 4,000 FAMILIES IN LEE, CHARLOTTE AND COLLIER COUNTIES ARE OWED $463,000 DOLLARS IN UNPAID CHILD SUPPORT.

THAT FIGURE JUMPS TO NEARLY 30-MILLION DOLLARS STATEWIDE.

Barbara Coussu - Child Support Expert - 49:16 it certainly is money that should be going to the kids who deserve it. 49:19

OFFICIALS WITH THE DEPARTMENT OF REVENUE DIDN'T WANT TO GO ON CAMERA.

BUT TELL NBC2 HARDWARE ISSUES HAVE BOGGED THE SYSTEM DOWN;

MOST DELAYS THOUGH - ARE DUE TO "MISSING INFORMATION" LIKE ADDRESS AND PHONE.

Barbara Coussu - Child Support Expert - 50:41 I really don't know why sometimes it takes as long as it does, but it can be very frustrating at times. 50:48

DIGGING DEEPER, WE FOUND THE STATE DOESN'T HAVE TO SEARCH VERY HARD.

STATE STATUTE ONLY REQUIRES TWO MANUAL REVIEWS OF THE SYSTEM TO FIND THE PARENTS BEFORE THEY CAN ESSENTIALLY STOP LOOKING.

Barbara Coussu - Child Support Expert - 43:02 it's an overburden system, there's a lot of people who owe child support and it is a difficult system to get through. 43:07

SOMETHING JOE CAN ATTEST TO.

HE SAYS HIS KIDS HAVEN'T MOVED; AND THE MONEY GOES DIRECTLY INTO AN ACCOUNT; IT ISN'T SENT TO AN ADDRESS.

LEAVING NO EXCUSE FOR HIS PAYMENTS TO FALL THROUGH THE CRACKS.

Joe Hargis - Pays Child Support - 40:00 is this going to be going on in your mind you think for 10 more years? they're going to have to make some drastic improvements for me to look at it and go, okay, it's taken care of. 40:11

IF HE CAN'T SEE HIS KIDS, JOE WISHES THEY WOULD AT LEAST SEE HIS MONEY. Return to index of stories...
