FIRST ALERT FORECAST-WXWALL

CHANGES COMING TOMORROW

We are tracking some rain and clouds in the Gulf of Mexico moving this way tomorrow. Skies will become a little cloudy overnight as temperatures drop into the 60's after midnight. The forecast for tomorrow looks mainly cloudy with a few showers developing during the day. It still does not look like a complete wash-out for Wednesday, but plan on passing showers mainly in the afternoon and early evening. Temperatures should still manage to recover to the upper 70's or lower 80's during the day.

After the weather moves through, skies will clear out for Thursday and slightly cooler weather will be in place for a few days. Daytime highs will be in the lower 70's on Thursday with a chilly morning coming on Friday. Low temperatures will dip into the 40's on Friday morning.

The weekend weather still looks good as high pressure builds back over the state and plenty of sunshine returns. Highs will be in the 80's this weekend.

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA. Return to index of stories...

Commissioner Fred Coyle/11:48:26 "this proposal will cost the county 1 billion, 626 million, 324 thousand and 500 dollars."

AND IT COULD COST EVEN MORE.

AT TUESDAY'S MEETING - A BIZARRE PROPOSAL OVER MONEY TO FUND COUNTY SEAWALLS LEFT COMMISSIONERS BESIDE THEMSELVES.

Commissioner Fred Coyle/11:48:53 "We all know that's impossible."

IT'S A MOVE SPEARHEADED BY CHAIRMAN TOM HENNING.

AS OUTRAGEOUS AS IT SEEMS FOR TAXPAYERS TO FOOT THE BILL FOR EVERY SEAWALL REPAIR - HENNING SAYS THERE'S A REASON BEHIND HIS PROPOSAL.

Commissioner Tom Henning/11:36:03 "the issue is, if we're going to do it for one then we should do it for all."

THAT ISSUE STEMS FROM JANUARY WHEN THE LA PENINSULA COMMUNITY ON ISLES OF CAPRI CREATED A MUNICIPAL SERVICE BENEFIT UNIT.

IT GIVES RESIDENTS THE ABILITY TO TAX THEMSELVES AND PAY ONE SET AMOUNT AT THE BEGINNING OF EACH YEAR.

BUT THEY SET A PRECEDENT THAT DESIGNATES THE COUNTY - NOT THE HOMEOWNER - TO FUND SEA WALL REPAIRS.

Kathleen Bruns/La Peninsula/12:01:12 "commit us to move forward in partnership with county to repair seawall that does have a primary public purpose."

COMMISSIONER HENNING ARGUES IT'S AGAINST FLORIDA CONSTITUTION FOR COMMISSIONERS TO APPROVE THE PROJECT SINCE IT'S AID FOR A PRIVATE COMMUNITY.

OTHER COMMISSIONERS DON'T AGREE.

Commissioner Donna Fiala/11:44:55 "We're here to serve our community and help them accomplish things they want to do."

AT THE END OF THE DAY - HENNING SAID HE'LL RE-WORK HIS PROPOSAL AND BRING IT BACK IN THE NEXT MONTH OR TWO.

MEANING FOR NOW - THE ONE POINT SIX BILLION DOLLAR NUMBER - MEANS NOTHING.

AND A BOND VALIDATION PROCEEDING TO CLARIFY WHAT'S LEGAL AND WHAT'S NOT - COULD BE IN THE NEAR FUTURE.
