THE WHITE HOUSE IS MAKING WAVES THIS MORNING, AS IT UNVEILS PRESIDENT OBAMA'S PLAN TO COMBAT CLIMATE CHANGE.

SUPPORTERS CALL THE MEASURE A HUGE STEP IN ADDRESSING THE PHYSICAL AND HEALTH EFFECTS OF UNCHECKED CARBON POLLUTION.

OPPONENTS SAY IT'S A 50 BILLION DOLLAR OVERREACH BY THE WHITE HOUSE THAT COULD COST THE ECONOMY NEARLY A MILLION JOBS.

ERIN MCPIKE HAS THE STORY FROM WASHINGTON. Return to index of stories...

EPA CUT CARBON EMISSIONS-PKG

PRESIDENT OBAMA IS GOING AROUND CONGRESS TO FORCE A STEEP 30 PERCENT CUT IN CARBON EMISSIONS-- SO-CALLED GREENHOUSE GASES-- FROM COAL-FIRED POWER PLANTS.

HE'S USING HIS EXECUTIVE AUTHORITY, PROPOSING NEW EPA REGULATIONS, TO TAKE HIS STRONGEST ACTION YET AGAINST CLIMATE CHANGE:

As president, and as a parent, I refuse to condemn our children to a planet that's beyond fixing.

LINKING THE MOVE TO HEALTH PROBLEMS LIKE ASTHMA, HE TAPED HIS WEEKLY ADDRESS AT THE CHILDREN'S NATIONAL MEDICAL CENTER.

Often these illnesses are aggravated by air pollution. Pollution from the same sources that release carbon and contribute to climate change. And for the sake of all our kids, we've got to do more to reduce it.

THE NEW RULES REPORTEDLY WOULD GIVE STATES AND LOCAL GOVERNMENTS WIDE LATITUDE IN HOW TO REDUCE CARBON POLLUTION-- ALLOWING THEM TO ENCOURAGE SOLAR AND WIND POWER-- INSTEAD OF FORCING POWER PLANTS-- TO CLOSE.

IN THIS MIDTERM ELECTION YEAR, IT'S A STRATEGY DESIGNED TO GO HEAD-TO-HEAD WITH REPUBLICANS MAKING HAY OF THE HARM THESE REGULATIONS WOULD DO TO THE COAL INDUSTRY.

The Administration has set out to kill coal and its 800,000 jobs. If it succeeds in death by regulation, we'll all be paying a lot more money for electricity, if we can get it.

THE US CHAMBER OF COMMERCE ESTIMATES IT WILL COST THE ECONOMY FIFTY BILLION DOLLARS A YEAR,

ADVOCATES SAY THOSE CLAIMS ARE EXAGGERATED

This is something we can't put off and the president deserves huge credit for making this his legacy. Return to index of stories...

nats

AT THE ROCKY MOUNTAIN LACROSSE JAMBOREE.

"It's a really great tournament."

THE ACTION IS SUPPOSED TO BE IN THE GAMES.

"We're on the sidelines of the parents watching the game."

"Me and one of the defenders looked over and we saw the wind pick up."

"And then all of a sudden, it picks up and there's a girl going down the slide, she flies out about 8 feet in the air."

"There's not a kid in there, there's not kid in there."

ALEAH HORSTMAN CAPTURED THIS VIDEO ON HER CELL PHONE.

"The bouncy house went right through where all the players were standing."

"And, then we saw the bouncy house come and so then we ran the other way."

"We thought the girls were gonna get taken out, cause this thing is massive."

VANNESSA ATENCIO TOOK THESE PHOTOS.

"As the wind picked up, it would tumble and just like a bag in the wind."

HEADED STRAIGHT TOWARDS THE POND AND WHAT THEY DIDN'T KNOW THERE WAS A BOY.

"It rolled for a long way."

STILL CAUGHT ON THE SLIDES.

"They said that he just looked really beat up and shook up."

A COMPANY CALLED AIRBOUND SET UP THE INFLATABLE SLIDE.

A COMPANY REPRESENTATIVE WOULD NOT COMMENT EXCEPT TO SAY THE SLIDE WAS STAKED IN AND SAFETY PRECAUTIONS WERE TAKEN.

"Not in my life, never seen that in my life."

THE GOAL NOW IS TO GET BACK TO LACROSSE.

"I thought they handled it very well."

AND THEY HOPE TO NEVER SEE THAT KIND OF ACTION AGAIN.

"I hope the family and everyone is okay and we're praying for a good recovery." Return to index of stories...

BLACK BEAR IN HAMMOCK-PKG

nats Check out the bear in my neighbor's yard, tell me this isn't funny.

THIS FLORIDA BLACK BEAR DECIDED IT WAS TIME FOR A NAP. HE FOUND A COZY SPOT IN VINCENT JAMES' BACKYARD.

He got in the hammock like he was a tourist or something.

Then something spooked him and he ran right back there. Then half an hour later I come back and I saw there he is in the hammock again.

THE BEAR HAS BEEN SPOTTED MULTIPLE TIMES IN THE PEBBLE CREEK NEIGHBORHOOD IN DAYTONA BEACH SINCE WEDNESDAY. RESIDENTS SAY HE WAS LOOKING FOR FOOD, TEARING THROUGH A BIRD FEEDER AND THEN TRASH CANS.

He definitely trashed the place twice. He was hungry.

ONCE HE'D HAD HIS MEAL THOUGH, HE NEEDED A LITTLE R AND R.

That's all he was doing relaxing I've never seen anything like it.

RAFAEL TORRES -WHO ALSO LIVES IN THE NEIGHBORHOOD--GRABBED MULTIPLE PHOTOS OF BEAR.

HE CALLS THIS HIS MONEY SHOT.

I got to about right here. Which is you know less than 80 feet from it.

AND ANOTHER NEIGHBOR CAPTURED IT ON HIS CELL PHONE.

AS EXCITING WAS IT WAS FOR THE NEIGHBORHOOD, RESIDENTS SAY THEY DON'T WANT THE CREATURE TO COME BACK.

He didn't tear it up or anything.

JAMES HAS TAKEN HIS HAMMOCK DOWN. OTHERS SAY THEY'LL BE MORE CAREFUL WITH THEIR TRASH SO THIS BEAR DOESN'T MAKE THEIR BACKYARDS HIS NEW FAVORITE HANGOUT. Return to index of stories...

WEATHER-WX WALL

!!!NEED WX ANCHOR CG!!!

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

SCATTERED STORMS THROUGH THE WEEK

Our work week starts with mainly cloudy skies. We will continue with those mostly cloudy skies through the day today. Temperatures are warm this morning, but won't warm up too much do to all of the cloud cover in place today. Afternoon highs will top out in the upper 80s today. Winds coming in from the east at 10-15 mph will help to spread showers and thunderstorms across the state and into Southwest Florida. Scattered showers and storms will dominate the afternoon with the majority of the area getting rain. It is another day where localized downpours can bring 2-3" of rain.

Through the week, unsettled weather will continue. Skies will be partly to mostly cloudy with scattered storms each day, mainly in the afternoons. Highs will stay in the upper 80s.

Hurricane season started yesterday and we already have an area of interest in the southwestern Gulf of Mexico. Conditions are not conducive for development, though. We'll keep you updated on tropical activity as we continue through the season. Return to index of stories...

TINY HOUSE MOVEMENT-ON CAM

CALL IT THE ANTI-MCMANSION.

YOU MAY HAVE HEARD ABOUT TINY HOUSES POPPING UP AS THE ALTERNATIVE TO LARGER HOMES.

NOW IT SEEMS THE MOVEMENT IS HITTING THE COUNTRY IN A BIG WAY.

KEN BODDIE SHOWS US MORE. Return to index of stories...

TINY HOUSE MOVEMENT-PKG

We've discovered there's a massive tiny house movement and it transcends so many demographics that people are coming from all over the country to really get a chance to see what a tiny house actually feels like.

AND THAT'S WHY HUNDREDS OF PEOPLE CAME TO NORTHEAST PORTLAND, AROUND 10TH AND SKIDMORE- FOR THIS TOUR OF TINY HOMES.

THESE SMALL HOUSES ARE BETWEEN 200 AND 800 SQUARE FEET.

THEY CAN BE BUILT ON WHEELS OR ON A FOUNDATION- IN WHICH CASE THEY'RE CALLED ADUS OR ACCESSORY DWELLING UNITS- THAT CAN GO IN AN EXISTING BACKYARD.

One of the big benefits is that it's really flexible, so it's something that someone who's starting out being a homeowner can build to help supplement their mortgage, they could move into it and lease out their primary residence. They could have a mother-in-law or an elderly parent live in them, you can use it to rent out for supplemental income.

THE COST OF BUILDING AN ADU CAN VARY- FROM AS LITTLE AS 14-THOUSAND DOLLARS, TO 50-THOUSAND DOLLARS AND ABOVE.

BUT IN THE PUSH TOWARD SUSTAINABILITY- THE CITY OF PORTLAND IS WAIVING SYSTEM DEVELOPMENT CHARGES FOR THE TINY HOUSES UNTIL THE SUMMER OF 2016.

THAT COULD SAVE MORE THAN 11-THOUSAND DOLLARS.

AND IT FITS IN WITH THE CITY'S DESIRE TO GROW WITHIN THE CITY, RATHER THAN EXPAND OUTWARD.

Well, I'm interested in small houses and an alternative lifestyle, and I think it's a perfect solution to urban living.

THE CITY TELLS US THERE WERE ABOUT 30 OF THESE BUILT IN PORTLAND SEVERAL YEARS AGO.

NOW, IT'S UPWARDS OF 300 A YEAR- AND GROWING. Return to index of stories...

RUNS:

4:40 Mr. Pedone had arthritis isolated to a single, the medial or inside compartment of his knee so he was a perfect candidate to have his done.

AMY OSHIER/REPORTING

RUNS:

In a total knee replacement, surgeons shave the ends the knee bones and cap those ends with implants. It resurfaces the joint and takes the place of the missing cartilage. The partial knee operates the same way- but on a smaller scale. By removing the single section and leaving the rest of the knee intact.

DEMO

RUNS:

4:15 What that does is that allows their knee to glide smoothly again leaving the other parts of the knee.
