1:32 I focus on the great things about her. She was only 17 months old

REGGIE MCKINNON HAS RELIVED THE WORST DAY OF HIS LIFE, EVERY DAY FOR FOUR YEARS.

5:59 you know I can go back to that exact day of takin her to her appt it was a change I was already at work early that morning I drove her quite a distance across town to go see a specialist because she had tubes in her ears 6:22

IN HIS MIND, HE HAD TAKEN PAYTON TO DAYCARE BEFORE GOING INTO WORK AT HIS OFFICE IN DOWNTOWN FORT MYERS.

FOUR HOURS LATER HE MADE THE HORRIFIC DISCOVERY.

10:06 I proceeded to open the back I my SUV to place my laptop bag in the back

and that's when i found her. 10:21

MCKINNON IMMEDIATELY KNEW HIS YOUNGEST DAUGHTER WAS DEAD. THE IMAGE OF HIS BLONDE HAIRED, BLUE EYED BABY GIRL SLUMPED IN THE CAR SEAT STILL GIVES HIM NIGHT TERRORS.

14:11 there's a piece of me that died that day that Payton did. 14;16

MCKINNON PLEADED GUILTY TO A THIRD DEGREE FELONY. A JUDGE SENTENCED HIM TO FIVE YEARS PROBATION. BUT HE SAYS THAT'S NOTHING COMPARED TO THE PUNISHMENT HE LIVES WITH EVERYDAY. KNOWING HE'S TO BLAME FOR HIS DAUGHTERS DEATH.

I did make a promise to her. A promise to Payton is to try and

educate people. 17:52 17:54 the day I lost Payton is the worst thing

A CONTRACTOR HIRED BY CHARLOTTE COUNTY IS GETTING PAID TO DO NOTHING.

BIRDS NESTED IN PORT CHARLOTTE WATERWAYS FILLED WITH ALGAE.

NBC-2'S CHRIS GILMORE LEARNED THE COUNTY MUST PAY THOUSANDS OF DOLLARS A DAY, AND THERE'S NOTHING THEY CAN DO ABOUT IT. Return to index of stories...

CHARLOTTE COUNTY TTD-BNR-PKG

"They've actually done some good but it still has a long way to go."

PORT CHARLOTTE RESIDENT JOYCE BURKE HAS LIVED NEAR SUNSHINE LAKE AND SUNRISE WATERWAY FOR MORE THAN 20 YEARS.

FOLLOWING SERIOUS POLLUTION ISSUES IN 2009, SHE SAYS THE WATER QUALITY ISN'T ANYWHERE NEAR AS GOOD AS IT USED TO BE.

"Oh God no! I'm sorry that wasn't nice, no."

THE COUNTY ACKNOWLEDGED THE PROBLEM AND CONTRACTED THE COMPANY PRO-LIME IN 2013 TO FIX IT.

FOR ALMOST 2-MILLION DOLLARS, THE COMPANY AGREED TO CLEAR 100% OF THE CAT TAILS.

"And so what the contractor asked for and the county agreed to was that we would complete payment on the original piece of the contract."

BUT THERE WAS A PROBLEM -- PRO LIME CAME BACK TO THE COUNTY REQUESTING MORE MONEY -- THE AMOUNT OF WORK THAT NEEDED TO BE DONE WAS MUCH MORE THAN ORIGINALLY THOUGHT.

AS AN AMENDED CONTRACT WAS AGREED UPON.

NATS OF BIRDS??

. BLUE HERONS MOVED IN. BECAUSE THE PROTECTED SPECIES HAS NESTED IN THE AREA, THE CLEARING PROCESS HAS STOPPED. CONTRACT WORKERS CAN'T GET WITHIN 300 FEET OF THEM.

"It's extremely frustrating you've heard comments from commissioners, you can tell the level of frustration they have."

AND AS PART OF THE NEW CONTRACT, THE COUNTY IS COMPENSATING THE COMPANY 52-HUNDRED DOLLARS A DAY. THAT'S FOR LEAVING THEIR EQUIPMENT ON SITE WHILE THEY WAIT FOR THE BIRDS TO LEAVE.

THEY SAY THAT'S LESS EXPENSIVE THAN MOVING THE EQUIPMENT AWAY AND BRINGING IT BACK.

IT'S AN ADDED 5 HUNDRED 27 THOUSAND TAXPAYER DOLLARS -- ON TOP OF THE CONTRACTED PRICE.

ONCE ALL IT SAID AND DONE, THIS ALREADY EXPENSIVE PROJECT WILL DOUBLE IN PRICE TO NEARLY 4-MILLION DOLLARS.

"They were paid the works not being done so they're being paid not to do it, until whenever."

UNTIL THE LAST BLUE HERON NEST IS FREE OF HATCHLINGS.

REPORTING IN CHARCO CG NBC2. Return to index of stories...

BABY ZOE

18:27:05

Hi!!

IT'S 9:30 FRIDAY NIGHT IN A CRAMPED HOTEL ROOM IN GUANGZHO, CHINA.

THIS IS NOT WHERE LITTLE 4 YEAR OLD ZOE SHOULD BE TONIGHT.

STACEY LINS, ADOPTIVE MOTHER

18:13:58

She's probably very confused as it is. I've taken her away from everything she's ever known.

HER ADOPTIVE MOTHER STACEY LINS HOPED TO TUCK ZOE INTO HER NEW BED IN NAPLES.

INSTEAD THEY'RE STUCK ON THE OTHER SIDE OF THE WORLD.

WITH NO WAY TO GET HOME.

Stacey Lins, Naples resident

18:11:34-:36

It's beyond our control so that's the part that's really hard.

TWO WEEKS AGO STACEY, HER 12 YEAR OLD SON, AND STACEY'S BEST FRIEND CARISSA JOHNSON MADE THE NEARLY NINE THOUSAND MILE JOURNEY TO CHINA.

THEY'RE WITH 8 OTHER U-S FAMILIES FROM THE SAME ADOPTION AGENCY.

BABY ZOE

18:27:21

Nehow!

ZOE IS ONE OF 12 CHILDREN ADOPTED BY AMERICAN FAMILIES IN THIS GROUP.

CARISSA JOHNSON, NAPLES RESIDENT

18:00:22-:31

When you're in China, when you're in a foreign country, you feel like you have your country at your back, but right now people are really confused and to be honest they definitely feel like there's more to the story.

STANDUP

:12

Stacey and Carissa say all of the adults have their US passports and visas. It's their newly adopted children who have their Chinese passports but need this ticket to come home with their new parents.

THEY TELL US THE U-S EMBASSY IN GUANGZHO ORIGINALLY TOLD THEM TO SIT TIGHT FOR 12 HOURS.

THAT WAS DAYS AGO.

NOW THEY'RE RUNNING OUT OF MONEY.

CARISSA

18:08:16-:23

There are a lot of families that are maxed out credit cards, they're running out of money, they're reaching out to extended family members to help out.

STACEY'S MOTHER KIM LINS DROVE DOWN TO NAPLES FROM NORTH FLORIDA.

HOPING TO MEET HER NEW GRANDDAUGHTER.

Kim Lins, Stacey's mother

18:31:02-:08

It was scary in the beginning to even go over there. Now that this is happening, it's even scarier.

SADLY, THAT PRICELESS MOMENT MAY NOT HAPPEN THIS TRIP.

LINS HAS TO GO BACK TO WORK.

AND STACEY SAYS EMBASSY OFFICIALS ARE TELLING THEM THEY COULD HAVE TO WAIT UNTIL LATE NEXT WEEK TO GET ZOE'S VISA.

STACEY

18:19:35-:40

Anybody who adopts or has brand new baby, they have that homecoming, that breaks my heart that we may not have that.

STILL NO ANWERS MEANT ANOTHER SLEEPLESS NIGHT FOR SO MANY NEW FAMILIES SO FAR FROM HOME.

ALL OF THEM AT THE MERCY OF A COMPUTER CRASH.

"Say goodnight!"

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

TRACKING WEEKEND RAIN PROSPECTS

Showers and thunderstorms for areas east of I-75 will continue rumbling across the region this afternoon and evening, while widely spotty areas of rain move about our coastal areas.

As the later evening approaches, it will be possible for a passing isolated storm or downpour to build back toward the coast, but coverage of this activity will remain low.

Temperatures tonight will range from the upper 70s along the coast to low and mid 70s east of the interstate.

On Saturday, we'll again stand the opportunity for a coastal shower or thunderstorm in the morning and early afternoon. By the afternoon though, the greatest coverage of rain and thunder will again develop across the interior of the peninsula east of I-75.

Temperatures on Saturday look seasonal with highs ranging from the upper 80s to low 90s along the beaches to mid 90s for areas further inland.

Further into the forecast, we will be keeping close tabs on a mass of dry air that will infiltrate our region. That should help to greatly reduce our rain prospects Sunday, Monday and Tuesday. During this time rain chances will be below seasonal levels and temperatures will be allowed to return to near 94 degrees each afternoon.
