RUBIO LEGISLATION STUDENT REACTION-PKG

ON CAM

I JUST SPOKE TO SOME STUDENTS HERE AT FGCU.

MOST TELL ME THEY FEEL SAFE ON CAMPUS-- BUT ARE HAPPY TO HEAR ABOUT THIS NEW BILL THAT CAN MAKE THEIR SCHOOL EVEN SAFER.

VO

SENATOR MARCO RUBIO IS JOINING SEVERAL BIPARTISAN SENATORS RIGHT NOW TO ANNOUNCE THE INTRODUCTION OF A LEGISLATION THAT WILL HOPEFULLY PREVENT SEXUAL ASSAULTS ON CAMPUSES.

AFTER A YEAR LONG INVESTIGATION BY THE CENTER FOR PUBLIC INTEGRITY-- STUDENT ACCUSED OF SEXUAL ASSAULT ON CAMPUS OFTEN FACE LITTLE OR NO PUNISHMENT FROM SCHOOL JUDICIAL SYSTEM.

THIS BILL WOULD CHANGE THAT.

THE LEGISLATION WOULD NOT ONLY HOLD THE PERPETRATOR ACCOUNTABLE BUT THE SCHOOL AS WELL.

SOT

Madeline Wilcox, Freshman

:11 "If schools are held accountable not only the man or woman who does that assault, I think the school will take more actions to try to stop the assaults. "

SOT

Kaylyn Glenn, Sophomore

:10 "I think pretty much students feel safe on campus. I think the danger comes in when students are off campus and at certain parties and put themselves in certain situations."

ON CAM

THE PRESS CONFERENCE IS GOING ON RIGHT NOW IN WASHINGTON D-C.

WE'LL MAKE SURE TO BRING ALL THE NEW DETAILS AS SOON AS WE GET THEM.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

ANOTHER ROUND OF OFF AND ON DOWNPOURS TODAY

As our winds continue to come in from the Gulf of Mexico today, we'll keep the chance for passing downpours to wash ashore and work their way eastward across Southwest Florida again today. We'll see some of those downpours through the morning, but the door remains open for rain at any time today.

Afternoon high temperatures will reach into the upper 80s at the beaches to the lower 90s inland. With humidity it will once again feel like we are near 100 degrees. Other than the passing downpours, our skies will be partly sunny.

Some isolated showers will wash ashore again tomorrow morning and through the day tomorrow. Then we transition toward more of an afternoon storm pattern by Friday and into the upcoming weekend. Highs will stay in the lower 90 and lows in the mid and upper 70s.

TROPICAL UPDATE

We're tracking a tropical wave in the central Atlantic continuing to show high probability of development. The National Hurricane Center has placed the potential for development at 70% in the next couple of days and through the next 5 days.

There's a good possibility that it develops into a tropical depression or perhaps even a tropical storm over the next couple days.

The track through the end of the week will be west and northwest, taking this feature toward the Windward Islands by the weekend.

Most forecast models still suggest this storm will eventually curve to the north by next week, which would keep the storm away from the U.S. mainland. Return to index of stories...

IN NOVEMBER 2011, MACY MILLER BEGAN WORKING ON HER BIG PLANS FOR A TINY HOUSE.

"I wanted to learn more about construction. I wanted a hands-on project. I wanted to save money on rent. There was a lot of things that just kind of lined up for me for it to make sense. So the idea behind it was to take one year's worth of rent payments, build a house, live in it for two years so it could pay for itself and then some."

IT TOOK HER A YEAR AND A HALF TO BUILD AND BY USING RECLAIMED AND BARGAIN MATERIALS, DOING THE BULK OF LABOR HERSELF OR WITH HER DAD, SHE CAME IN UNDER 12-GRAND.

"It was $11,416.16."

AND THIS IS HER FAMILY'S HOME TODAY. 196 SQUARE FEET. COMPLETE WITH A BEDROOM, LIVING ROOM,

"Coat closet. Nothing too magical."

KITCHEN PLUS LAUNDRY ROOM.

"Washer/dryer. It is a combo unit."

AND BATHROOM.

"It's a composting toilet. It's the most expensive item in my tiny house. 20% of my budget is right there.:48 That's because it's a legal, certified, safe sewage system."

THROUGHOUT HER PROJECT MILLER HAS BLOGGED AND HAS BEEN IN BOOKS, MAGAZINES, AND A DOCUMENTARY.

AND NOW AFTER MORE THAN A YEAR LIVING IN HER HOME, SHE'S STILL GETTING LOTS OF CLICKS ONLINE.

"It has gone international. It's crazy because I can see where all my traffic is coming from. Like I'll wake up and be like, huh, I'm big in Romania today. Or Peru. It's so weird to follow it along. It's hard to trace all the places that are publishing it now. It's so weird."

SHE'S SEEN ALL TYPES INTERESTED IN TINY HOUSES. BUT MOST ARE WOMEN. AND MANY ARE RETIRED PEOPLE, ARTISTS, OR PEOPLE WHO SIMPLY WANT TO GET AWAY FROM THE BIG HOUSE, SUBURBIA LIFESTYLE.

"I think we kind of lost that feeling that we can do something different than that. So I think this is a movement of people who are kind of like, "That doesn't for me. I'm going to do something that does."

AND FOR HER FAMILY. MILLER SAYS LIVING TINY. IS DEFINITELY THEIR PERFECT SOMETHING. Return to index of stories...

"CRAMMING" MEANS BEING NICKLED AND DIMED FOR SERVICES LIKE HOROSCOPES OR YOGA ADVICE.

YOUR PHONE IS FREE AGAIN.

THE HOUSE OF REPRESENTATIVES PASSING A BILL ON FRIDAY THAT LETS CONSUMERS UNLOCK THEIR MOBILE DEVICES IN ORDER TO USE THEM ON COMPETITORS' WIRELESS NETWORKS.

THE PRESIDENT SAYS HE LOOKS FORWARD TO SIGNING THE BILL - WHICH HAS ALREADY CLEARED THE SENATE - AND REVERSES A 2012 DECISION BY THE U-S COPYRIGHT OFFICE.

SO WHY DOES IT MATTER?

BECAUSE RIGHT NOW MOST MOBILE PHONES IN THE U-S ARE TIED TO A PARTICULAR NETWORK - SOLD BY CARRIERS AT BIG DISCOUNTS WHEN CONSUMERS SIGN LONG-TERM PHONE CONTRACTS.

So, WHEN THOSE CONTRACTS EXPIRE - CUSTOMERS WANTING TO KEEP THEIR PHONES BUT CHANGE NETWORKS FIRST HAVE TO GET PERMISSION FROM THEIR CARRIER - OR FACE LEGAL RAMIFICATIONS. THE NEW BILL ELIMINATES THAT.

Also, UNLOCKING PHONES GIVES THEM A SECOND LIFE. MAKING THEM CHEAPER OPTIONS FOR CUSTOMERS WHO CAN'T AFFORD NEW PHONES WITH EXPENSIVE WIRELESS PLANS - AND POTENTIALLY KEEPS PHONES FROM ENDING UP IN LANDFILLS.

IN DECEMBER - THE F-C-C ANNOUNCED A VOLUNTARY AGREEMENT WITH THE MAJOR WIRELESS CARRIERS THAT MADE IT EASIER FOR CONSUMERS TO FREE UP THEIR PHONES - BUT CONSUMER RIGHTS GROUPS SAY THE CURRENT BILL TAKES IT A STEP FURTHER. Return to index of stories...

TRAIN CLOSE CALL-PKG

From the train's security camera -- it looked like their final moments.

Two women caught on the tracks with a 14-thousand TON coal train bearing down.

Eric Powell/Indiana Railroad

"They're frankly running for their lives at this point in time."

By then, they had NO good options -- too far to run, too high to jump.

. trapped on an 80-foot high Indiana Railroad bridge with shallow water below.

"One almost trips and falls off the bridge. The other one miraculously gets down."

"emergency brakes!!!"

The engineer hit the emergency brakes -- but the engine was already across the 500-foot-long bridge before it could stop.

Eric Powell

"He had thought he had killed two people here on this bridge."

Incredibly, the women had ducked down between the rails with seconds to spare.

"train horn.!"

This YouTube video shows what it might have looked like. In Indiana, officials say, the women had at most 11-inches between the rail ties and disaster.

Stand By Me: "TRAIN!!!"

A terrifying experience -- just like this famous scene in the Eighties classic, Stand By Me.

"Stand By Me."

Almost every 3 hours in this country a person or vehicle is hit by a train.

. too often, because they ignored warning gates or "trespassed."

Amazingly, in Indiana, these women made it out untouched. one complaining of only a stubbed toe.

Eric Powell

"Those are the luckiest human beings alive."

Now they have a bigger headache -- facing criminal trespassing charges after a survivor story few survive to tell.

JEFF: Let's see the damage here. Can we get the lights on? Thank you. Wow! EXPERT: So we've got burns down the back here. We've got burns on the clothing. JEFF: A direct hit on the head. EXPERT: Yeah, we've got burns on the head. JEFF: I mean these burns go all the way down her front, they come down on her legs as well. EXPERT: Yes, that's right. And this is just 2 million volts that we can do here in the lab. It could be 100 million, up to a billion volts in real lightning.

HE SAYS WHAT MAKES LIGHTNING SO DANGEROUS? IT'S UNPREDICTABLE.

SOT JEFF HILDRETH/BONNEVILLE POWER ADMINISTRATION

EXPERT: The lightning wants to get from the cloud down to the ground. And it's going to take the shortest path possible. But it's unpredictable. So it might want to go over here and then down, or it might want to go over here and then down. It might take a zig zag pattern, it's unpredictable. JEFF: That's what makes it so scary. EXPERT: Exactly.

NOW WATCH THIS MANNEQUIN.

**nats bolt hitting male mannequin**

YOU CAN ACTUALLY SEE THE PATH OF THE BOLT CUT ACROSS HIS BODY.

**NATS BOLD HITTING MANNEQUIN**

SO, HOW DO YOU PROTECT YOURSELF? AT THE FIRST CLAP OF THUNDER, YOU SHOULD SEEK SHELTER. AND STAY INSIDE FOR 30 MINUTES AFTER YOU HEAR THE LAST CLAP OF THUNDER. DON'T STAND UNDER TREES. THAT COULD INCREASE YOUR RISK OF BEING STRUCK. INSTEAD, MOVE TO THE LOWEST ELEVATION POSSIBLE AND STAY LOW. SO YOUR SUMMER.YOUR LIFE.
