HURRICANE CHARLEY SETUP-VOTOPS EAniBx

TEN YEARS AGO TODAY HURRICANE CHARLEY CRASHED INTO SOUTHWEST FLORIDA.

THE NATIONAL HURRICANE CENTER PREDICTED IT WAS GOING TO HIT THE TAMPA BAY AREA AS A CATEGORY THREE STORM.

BUT IT SHIFTED EAST.

NBC-2 METEOROLOGISTS WERE THE FIRST TO DETECT IT, AND BROKE WITH THE HURRICANE CENTER'S PREDICTION, WARNING RESIDENTS, CHARLEY WOULD MAKE A DIRECT HIT ON OUR PART OF SOUTHWEST FLORIDA.

THE STORM MADE LANDFALL NEAR CAYO COSTA AS A CATEGORY FOUR AT 3:45 IN THE AFTERNOON.

THE EYE HIT PUNTA GORDA ABOUT AN HOUR LATER.

TONIGHT WE HAVE SPECIAL COVERAGE OF THE STORM AND SURVIVAL STORIES, A DECADE LATER.

GOOD EVENING, EVERYONE. I'M HEATHER TURCO.

I'M PETER BUSCH IN THE NBC2 STUDIO IN FORT MYERS.

AND I'M STACEY DEFFENBAUGH, ANCHORING OUR COVERAGE LIVE TONIGHT FROM DOWNTOWN PUNTA GORDA. Return to index of stories...

CHARLEY: PUNTA GORDA 10 YEARS LATER-REM 2

WHAT YOU SEE AROUND ME HAS CHANGED DRASTICALLY IN THE LAST DECADE.

THE EYE OF THE STORM HIT THIS AREA RIGHT AROUND THIS TIME TEN YEARS AGO --

I WAS ANCHORING COVERAGE WITH MY COLLEAGUES BACK AT THE STATION WATCHING IT UNFOLD LIVE, AND OVER THE LAST TEN YEARS, I'VE JOINED MANY OF YOU IN WITNESSING REMARKABLE RECOVERY AND THE RESILANCE.

DEVASTATION AND DESTRUCTION -- RECURRING THEMES DURING & AFTER THE STORM THAT FOREVER ALTERED COUNTLESS LIVES IN OUR AREA.

OUR COVERAE BEGINS TONIGHT WITH NBC2'S GEORGE SOLIS -- REVISITING THIS CITY THAT THAT STATEMENT HOLDS A LOT OF TRUTH FOR. Return to index of stories...

02:13:23 " The clock is still standing but many of the businesses that stood here are demolished"

THE DAY HURRICANE CHARLEY MADE LANDFALL IN PUNTA GORDA TEN YEARS AGO.

14:34:36 " It could happen again, if it does, we're more prepared for it now" Kunik

IN THE YEARS THAT FOLLOWED , THE DOWNTOWN TRANSFORMED - NEW SHOPS, HOTELS, AND A NEW CONVENTION CENTER WENT UP.

THAT'S IN ADDITION TO REBUILDING AND HOMES AND THE HISTORIC CHARLOTTE HIGH SCHOOL.

NAPLES WANTS TO PLAN FOR WHAT TO DO IF FLORIDA VOTERS LEGALIZE MEDICAL MARIJUANA THIS FALL.

NBC2'S BRYAN ANDERSON FINDS OUT WHY. Return to index of stories...

NAPLES MEDICAL MARIJUANA RULES-PKG

FOR A TOPIC SO TALKED ABOUT, THIS EMPTY ROOM WEDNESDAY DIDN'T SIT WELL WITH THE NAPLES PLANNING ADVISORY BOARD.

ONLY THREE PEOPLE SHOWED UP.

ALL OF THEM ARE AGAINST THE SALE OF MEDICAL MARIJUANA WITHIN CITY LIMITS.

23:10:10-:13

Marijuana in smoked form is never medicine.

Jim Melican, Planning Advisory Board Member

23:17:30-:35 We needed more than 4 days to think about it. I would like to hear people from both sides.

MANY CITIES AROUND FLORIDA AREN'T WAITING TO SEE WHETHER AMENDMENT TWO PASSES IN NOVEMBER.

THEY EXPECT IT.

SO THEY'RE PREPARING NOW ON HOW TO REGULATE THE SALE OF MEDICAL MARIJUANA.

John Cardillo, PAB Member

23:17:13-:17 It's something that's new and it's obviously going to be new for a lot of people if it ends up getting passed.

THE PLANNING BOARD HAS THREE OPTIONS TO RECOMMEND TO CITY COUNCIL.

MEDICAL MARIJUANA SHOPS WOULD BE RESRICTED TO AROUND NAPLES COMMUNITY HOSPITAL.

OR THEY COULD ALSO SET UP SHOP IN THE PINK SHADED AREAS ON THIS MAP.

WHAT ELSE IS ON THE TABLE MAY SET NAPLES ASIDE FROM THE REST OF THE STATE.

Ben Pollera, United for Care Campaign Manager 23:24:45-:55 More so I think I'm seeing pretty productive conversations occurring. To my knowledge Naples is the first city that has proposed banning dispensaries.

UNITED FOR CARE CAMPAIGN MANAGER BEN POLLERA SAYS THE ISSUE BOILS DOWN TO THE PEOPLE IN PAIN.

Ben Pollera, United for Care Campaign Manager

23:26:18-:26

Whether it's exercise, or a change in diet, or a multivitamin, or the use of marijuana that patient should be able to pursue their doctor's recommendations without having to look like a criminal.

PATIENT CARE IS THE CRUX OF THE DEBATE DIVIDING THE POLARIZING CONVERSATION.

Viora Little, Drug Free Collier member

23:08:11-:14 I want to help sick people, but the bottom line is that this is not the way to help sick people.

FIRST ALERT FORECAST-WXWALL

THIS WEATHERCAST HAS BEEN PREPARED BY THE NBC2 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

We're tracking a few downpours and even a few storms roaming across Southwest Florida this afternoon and into the evening, but the bulk of the rain will tend to stay over our inland areas through the evening.

Aside from a passing downpour or two, we'll see a warm and muggy conclusion to our Wednesday with a mostly clear sky through the overnight period.

As we approach the early morning hours Thursday, some downpours will develop over the Gulf and head toward the coast of Southwest Florida, so plan for the possibility for some scattered showers during the morning hours.

By the late afternoon hours on Thursday, the highest concentration of rain will likely be over interior portions of the peninsula, but a few isolated showers will still be possible closer to the coast.

Our rain chances will start to drop off a little more from Friday into the upcoming weekend, keeping lots of sun and warm temperatures in our forecast. A few passing showers will be possible early in the day, but the rain that develops during the afternoon will primarily impact areas away from the coast and deep inland.

Tropical Update

Other than a couple tropical wave in the eastern Atlantic, the tropics continue to stay very quiet. Tropical activity is not expected for the next few days, but we're getting close to the time of year when we normally see an increase in tropical development. Keep monitoring nbc-2.com for future updates on the tropics. Return to index of stories...

MOST PARENTS WOULD.

AND THAT'S WHY THOUSANDS HAVE BEEN FIGHTING FOR LEE COUNTY SCHOOLS TO DROP STANDARDIZE TESTS.

31:10-14

There are other options to assess our children and to determine if they're ready to move on

TESS BRENNAN HAS A SEVEN YEAR OLD.

27:29-33

I know she can read she gets 100 percent on every AR test

BUT WHEN HER DAUGHTER CAME HOME SCORING ONLY 64 PERCENT ON A STANDARDIZED TEST.

BRENNAN WAS INFURIATED.

27:43-49

She would not then read for three weeks cause she told me she couldn't because the school said she couldn't\

BRENNAN SAYS THERE WASN'T ANYWAY TO LEARN FROM HER MISTAKES ON THE TEST EITHER.

28:32-39

The fact that I could not see her answers or what the questions were

THE ONLY THING SHE KNEW --

EVERY SECTION WAS DIFFERENT.

SOME HAD TWO QUESTIONS, OTHERS TWELVE.

Mary Fischer, Lee County School Board Member

20:41-44

Standardize testing has been a very big deal

MARY FISCHER -- A LEE COUNTY SCHOOL BOARD MEMBERS HAS LISTENED TO COUNTLESS STORIES JUST LIKE THIS.

AND WANTS TO SEE A CHANGE.

21:31-40

To try to minimize the numbers of testing so that there's more time for kids to spend in the classroom in active learning activities

ALL THE BOARD MEMBERS ARE ON THE SAME PAGE.

AND AS FAR AS PUNISHMENT FROM THE STATE -- THERE MIGHT BE A LOOPHOLE.

ANDREA STANDUP

38:35-45

If schools don't meet that 95 percent participation rate for testing and the district decided to opt out then there will be no ramifications

29:41-44

I think we should take advantage of that at this point

PARENTS LIKE BRENNAN SAY THE BENEFITS HEAVILY OUTWEIGH ANY RAMIFICATIONS.
