AN OVERNIGHT CRASH INVOLVING A FLORIDA HIGHWAY PATROL CAR SENDS TWO PEOPLE TO THE HOSPITAL.
WE HAVE THE LATEST ON THE INVESTIGATION.
Return to index of stories...
After a couple of cloudy and wet days, we'll finally break out of that pattern with colder air invading Southwest Florida beginning tonight. The moisture associated with a stalled frontal boundary will get a kick to our south this morning, which means skies will continue to clear out from north to south.
Temperatures will start in the middle 50s inland to the upper 50s to low 60s here in town. Late in the morning, sunnier conditions will be in store which will help drive our afternoon highs into the lower 70s. Through the afternoon we'll be tracking a stronger cold front pushing down the peninsula. This front will not only bring in some patchy clouds and the slight chance for a shower, but it will also deliver some of the coldest air we've seen so far this winter season.
During the late evening hours, skies will clear and northerly winds will become gusty allowing colder and drier air to filter down the state. Overnight, temperatures will tumble into the low 40s along the urban corridor, with the mercury plunging into the lower to middle 30s across our northern and inland communities.
High pressure will be in control of our weather for Sunday bringing back our nice Florida sunshine, but it certainly won't be warm sunshine. Daytime highs are expected to stay in the upper 50s to lower 60s, which is a good 15° degrees below normal.
Sunday night lows will once again be quite cold as they drop into the 30s and 40s under clear skies. As fast as the cold air arrived it will leave as a nice warming trend begins on Monday with afternoon highs in the lower to middle 70s. By Wednesday we'll be back to wearing shorts and flip flops with afternoon highs in the 80s.

THE NIGHTMARE IS FINALLY OVER for Triump passenger CHERYL ESPE
SOT: "it got to be pretty bad."
Carnival will compensate her and her fellow travelers 500 DOLLARS.A REFUND.TRANSPORTATION EXPENSES.AND A FREE TICKET.
BUT this latest incident has raised questions about OVERSIGHT OF CRUISE LINES.and their passengers rights
STAND-UP: "If you travel by plane, you're protected under what's called the Passenger Bill of Rights, which among other things, includes steep fines for airlines which keep you sitting on the runway for hours. It also mandates compensation if you're bumped off your flight."
But CRUISE LINES ARE DIFFERENT.PARTLY BECAUSE PASSENGERS GIVE UP MORE RIGHTS IN THEIR TICKET CONTRACTS. for example: Carnival is not "liable for damages for emotional distress or psychological injury except when caused by the negligence of Carnival and resulted from physical injury."
ALSO.many cruise ships are registered in foreign countries.and not subject to US taxes and many regulations. THE TRIUMPH is INCORPORATED IN THE BAHAMAS.
SOT: "This industry is unregulated because they have successfully hidden behind their foreign flags."
IN 2010.CONGRESS *DID* PASS THE CRUISE VESSEL SECURITY AND SAFETY ACT. MANDATING BETTER CRIME REPORTING AT SEA.
BUT critics say its not enough
11:36:16 THERE'S NO REASON WHEN A SHIP IS MECHANICALLY DEFICIENT OPERATING OUT OF THE UNITED STATES THAT THE UNITED STATES CANNOT TAKE ACTIONS AGAINST THE CRUISE LINE
SOT: "There needs to be Congressional hearings and a movement to further strengthen the laws that regulate the cruise line industry."
THE INDUSTRY CLAIMS IT *HAS* IMPROVED.
IMPLEMENTING NEW SAFETY POLICIES FOLLOWING A STRING OF DISASTERS LAST YEAR.
LIKE THE COSTA CONCORDIA.AND THE COSTA ALLEGRA.
SOT: "This is already a very heavily regulated industry. It's regulated at both International levels and national levels, And the enforcement occurs in multiple layers."
Darr says on any given day, there are some 280 cruise ships on the open seas.carrying about 300-thousand passengers.

WHEN YOU DIAL 911, SECONDS COUNT… THE OPERATOR IS TRYING TO GET HELP TO YOU AS SOON AS POSSIBLE.
"LET'S SAY YOU'RE IN A FRANTIC SITUATION, IT MAY NOT BE THE EASIEST THING IN THE WORLD TO GIVE THE 911 OPERATOR YOUR LOCATION, PRECISELY."
"Right, and that becomes a problem and that becomes a challenge, when people are in an emergency situation, we're trained to understand that."
"WHAT WERE YOU THINKING AT THE TIME YOU MADE THAT 911 CALL?"
"I was just waiting for the kill shot, to be honest with you I thought there was gonna be a bullet to my head."
KATE MAFFEI SURVIVED A HORRIFIC ORDEAL LAST YEAR… SHE CALLED 911 ON HER CELL PHONE AS A GUNMAN FIRED BULLETS THROUGH HER FRONT DOOR.
"Understand that when you dial 911 from a cellular phone, we are not given an address of where you're calling from, we are not given an exact location."
MAFFEI SAYS IT FELT LIKE AN ETERNITY AS SHE WAITED FOR HELP TO ARRIVE…
"I can't even begin to describe to you how terrifying it was. I mean, we were sitting ducks."
IF SHE HAD CALLED FROM A LANDLINE PHONE, THE 911 OPERATOR WOULD SEE THIS ON THE SCREEN: A MAP WITH A RED PHONE INDICATING THE EXACT LOCATION FROM WHICH THE CALL WAS PLACED. HELP IS DISPATCHED IMMEDIATELY, WHILE THE OPERATOR IS STILL TALKING TO THE CALLER. BUT IF THE CALL IS MADE FROM A CELL PHONE THAT DOESN'T HAVE GPS ENABLED IN IT, YOU'VE GOT TO TELL THE OPERATOR WHERE YOU ARE.
"Know where you are, I understand that emergencies happen and people are frantic at times, but always try to know where you are when you're calling for help, please give us the address, and we can send help to you quicker than having to go through the process of trying to find out where you are."
81 PERCENT OF 911 CALLS THESE DAYS COME IN ON CELL PHONES… BUT IF THEY HAVE GPS, THE OPERATOR CAN FIND THE CALLERS WITH LONGITUDE AND LATITUDE POSITIONS. EVEN SMART PHONES, THOUGH, CAN'T OUTSMART A SYSTEM THAT CAN SEND THEIR CALLS TO THE WRONG AGENCY.
