IT MIGHT SOUND LIKE REPEAT - BUT IT'S NOT.

IT'S DANGEROUS.

IT'S DEADLY AND IT'S ANOTHER WINTER STORM HEADING TO THE NORTHEAST.

IT POUNDED UPPER MIDWEST ON MONDAY WITH WHITE-OUT CONDITIONS.

GOOD EVENING AND THANKS FOR JOINING US FOR ABC7 NEWS AT 5:30 -- I'M COURTNEY ROBINSON.

AND I'M JEFF BUTERA.

MORE THAN A DOZEN STATES ARE UNDER WINTER WEATHER WARNINGS AND ADVISORIES TONIGHT --

WINTER STORM-PKG

It's another round of winter's fury this one, punctuated by thunder.

NAT thundersnow

The maddening mix of snow and ice that blew through Chicago and Cleveland

overnight. now bearing down on 12 states in the Northeast.

The extra 2 to 8 inches is a jackpot for snow lovers but for millions of

Americans it's just more misery.

MOS/It's a hot mess, hot mess. People sliding everywhere.

MOS/Roads are really bad. Pretty slick. I pulled a couple people out.

Treacherous travel from Detroit to Philly and up to New York City.

Road crews, scrambling to clean up and keep up with the storms, have tapped

bulldozers and trucks to remove those mountains of snow.

SOT/ Cindy Dingell, Wayne County Public Services - We're gonna make sure the

shoulders are pushed back. We wanna make sure all the catch basins are

cleared, / it's real important that we have a place for the water to drain.

Homeowners are dealing with drainage problems too. from melting snow on

roofs that creates destructive ice dams in gutters.

SOT/Mike Hilborn, Owner, Roof to Deck Restoration, Chicago - It actually

seeps underneath the shingles through the tarpaper and into people's homes.

For the winter weary, all of this mess is taking a toll on the psyche.

SOT/Dr. Scott Bea, Cleveland Clinic - We don't see the sun. We don't get out

and move our bodies very much. We are depleted, in terms of vitamin D. That

too can drive, not just winter blues, but seasonal depression in people.

The best advice? Talk about your winter woes with a friend. Get as much

sunlight as possible. And exercise.

CLOSE: And over the next two days, warmer temperatures in many parts of the

country will give that psyche a boost and mean major melting for snow mounds

like these. Return to index of stories...

SUNSHINE RETURNS TOMORROW

Quiet weather will be back again on Wednesday. For the rest of the evening our skies stay clear and our temperatures drop back to the mid and upper 50's. No rain is on the radar and non anticipated tonight.

Mostly sunny weather is on the way again tomorrow with daytime highs in the lower 80's and slightly cooler weather right at the beaches during the day. No rain forecast again tomorrow. By Thursday and Friday our humidity will start to creep back up and a few fair-weather clouds will develop in the afternoon.

In the long-range outlook we will be tracking an approaching cold front over the weekend. The front is forecast to move over the Florida peninsula and hang out for a few days. That would argue for a few showers to post in the forecast late Saturday, Sunday and Monday. At this point it still does not look like a very wet pattern is setting up for the weekend ahead. but plan on a few showers anyway. Return to index of stories...

SCHOOL IMPACT FEES-PKG

Nats- construction

EVERY TIME A NEW BUILDING SPRINGS UP IN LEE COUNTY - BUILDERS PAY AN IMPACT FEE. IT COVERS GROWTH CAUSED BY THAT BUILDING - PAYING FOR THINGS LIKE NEW ROADS, PARKS AND SCHOOLS.

LAST YEAR - THE COUNTY REDUCED IMPACT FEES 80 PERCENT - HOPING TO SPUR MORE GROWTH.

Victor duPont, BIA President

03:51:24 obviously it created a tremendous amount of jobs and that's the big thing we need going on not only in the county but in the rest of the country. 03:51:32

LOCAL BUILDERS SAY THE LOWER FEE IS WORKING.

Tom Scott, Lee Co School Board Chair

21:16:45 it's still troubling to us because it has profound impacts. 21:16:50

BUT SCHOOL LEADERS AREN'T SO SURE.

TODAY - COUNTY LEADERS REVIEWED THE IMPACT FEE POLICY. THE NUMBERS LOOK GOOD - BUT SOME SAY IT'S ONLY BECAUSE THE ECONOMY WAS REBOUNDING ANYWAY - NOT BECAUSE OF LOWER IMPACT FEES.

Tom Scott, Lee Co School Board Chair

whether or not this was reduced by 80% or not reduced by a penny it wouldn't have changed the ultimate outcome in terms of the number of folks coming here and jobs being created. 21:19:30

REDUCED IMPACT FEES MEAN THE SCHOOL DISTRICT IS RECEIVING LESS MONEY - ABOUT 5.5 MILLION LESS THIS YEAR.

Nats - school.

AND THE DISTRICT NEEDS THAT MONEY TO PAY FOR NEW SCHOOLS. EVERY YEAR IT ADDS 15-HUNDRED STUDENTS.

Tom Scott, Lee Co School Board Chair

21:15:18 would it solve our problems entirely? No, but it would go a long way to helping. 21:15:23

PEOPLE LIVING HERE SAY IT'S ONLY FAIR FOR DEVELOPERS TO PITCH IN FOR THINGS LIKE NEW SCHOOLS WHEN THEY BUILD IN THE COUNTY.

WEIGHT LOSS SURGERIES-TCMON

WHEN DIET AND EXERCISE DON'T HELP AN OBESE PERSON DROP WEIGHT THEN BARIATRIC SURGERY COULD BE THE ONLY ANSWER.

IN TONIGHT'S HEALTHY LIVING -

A LOOK AT THE VARIOUS WEIGHT-LOSS SURGERIES AND THE BEST CANDIDATES FOR EACH. Return to index of stories...

WEIGHT LOSS SURGERIES-PKG

DR. KEITH CHUNG IS A SURGEON THAT KNOWS THE LIFE-THREATENING ISSUES SURROUNDING OBESITY.

"The one that we're most concerned about is diabetes and high blood pressure or sleep apnea and there's a myriad of other conditions associated with obesity."

SOMEONE WITH A BODY MASS INDEX OF 40 OR MORE IS MORBIDLY OBESE. DR. CHUNG SAID THIS DANGEROUS WEIGHT CATEGORY QUALIFIES PATIENTS FOR SURGICAL WEIGHT-LOSS INTERVENTION.

IF YOU MEET THE QUALIFICATIONS, THERE ARE FIVE LAPAROSCOPIC WEIGHT-LOSS SURGERIES TO CHOOSE FROM. THE FIRST: GASTRIC BYPASS.

THIS PROCEDURE IS THE GOLD STANDARD IN BARIATRIC SURGERY AND PROVIDES A MORE PERMANENT SOLUTION BY LIMITING FOOD AND REROUTING THE SMALL INTESTINE.

NEXT IS THE LAP BAND.

"We basically implant a small silicone device in the upper part of the stomach and prevent you from overeating and gradually inflate it until you're comfortable eating a smaller amount of food."

THE LAP BAND CAN BE ADJUSTED AS A PERSON'S WEIGHT CHANGES.

THIRD: A SLEEVE GASTRECTOMY. THIS CREATES A THIN SLEEVE OF THE STOMACH THROUGH REMOVAL AND STAPLING.

FINALLY: GASTRIC PLICATION, DONE WITH OR WITHOUT A BAND.

"We basically fold the stomach in and make it look very much like a sleeve, except there is no re-sectioning of the stomach."

BARIATRIC COORDINATOR STEPHANIE STANFIELD SAID NUTRITION IS CRITICAL FOR THESE PATIENTS THAT HAVE TO LEARN THE NEW OPERATIONS OF THEIR BODIES.

PATIENTS CAN LOSE 100-PLUS POUNDS WHEN THEY FOLLOW NUTRITION AND EXERCISE GUIDELINES, BUT THESE SURGERIES ARE NOT A QUICK FIX AND CARRY POSSIBLE COMPLICATIONS. Return to index of stories...
