FIRST WEATHER-WX CTR

THIS WEATHERCAST HAS BEEN PREPARED BY THE ABC7 WEATHER STAFF.

IT IS NOT A VERBATIM OF WHAT IS BEING SAID, BUT IS THE FORECAST FOR OUR AREA.

Our rain chances will start to free fall later today, but we'll still have some spotty downpours to track through our Sunday morning, particularly for areas close to the coast.

Some of this rian may be quite heavy and slow moving, meaning we could see the rain totals add up quickly.

Aside from a few downpours and storms around this morning, expect a mostly sunny and warm start to the day.

The highest rain chances will shift deeper inland through the day, so most of us over Charlotte, Lee, and Collier County should see a relatively dry and sunny afternoon. However, for Glades and Hendry County, we'll likely have a few storms around this afternoon.

Temperatures will be quite hot again today with highs aimed for the low to mid 90s.

As we start the upcoming week, we're in store for a little break from the rainy season pattern. Monday and Tuesday will be mostly dry and sunny with temperatures peaking in the low to mid 90s during the afternoon. A few spots of rain may develop in the morning, but all in all, our rain chances will stay pretty low.

Moisture starts building back into Southwest Florida by Wednesday, and a few showers may even develop as early as Wednesday morning.

TROPICAL UPDATE

A disorganized tropical wave in the far eastern Atlantic may have a better chance of developing in a few days as it moves west into the open Atlantic. The National Hurricane Center gives this feature a 40% chance of developing within the next five days. Return to index of stories...

NAPLES WATER CHANGES-OTS

AN ABC-7 CONSUMER ALERT.

IF YOU LIVE IN NAPLES-- EXPECT A CHANGE IN YOUR WATER SUPPLY.

WATER DEPARTMENTS ARE CHANGING THEIR DISINFECTION PROCESS THROUGHT THE CITY.

IT'S HAPPENING FROM JULY 28TH THROUGH AUGUST 15TH.

THE CONVERSION WILL DISINFECT THE WATER WITH CHLORINE RATHER THAN AMMONIA.

AUTHORITIES WARN RESIDENTS MAY NOTICE A DIFFERENCE IN TASTE OR ODOR OF THE WATER.

TEMPORARY MODIFICATION OF DISINFECTION TREATMENT PROCEDURES

The City of Naples Water Department will temporarily change the disinfection process for the City's potable water supply. From July 28, 2014 through August 15, 2014, the Water Department will disinfect the water with free chlorine rather than combined chlorine/ammonia. This conversion to free chlorine from chloramines allows a water distribution system purge as recommended by the Department of Environmental Protection for water utilities using chloramines as their primary disinfectant.

This temporary change in disinfectant does not cause adverse health effects. However, during the period customers may experience a slight increase in the taste, odor and color of the water due to the change in treatment.

Customers on kidney dialysis who use a proportioning machine to prepare dialysate at home are advised to contact their equipment supplier or physician to take any appropriate steps to accommodate the change in water disinfection and to install the proper filtering devices if needed.

Customers who have fish tanks or other aquatic species are advised to contact the local pet store to ensure proper pretreatment of the water before adding or changing the water in the tank to avoid any problems associated with chlorine. Return to index of stories...

A NEW BILL IS MAKING IT LEGAL TO "UNLOCK" YOUR CELLPHONE.

THE PROPOSED LAW WOULD ALLOW USERS TO DOWNLOAD DIFFERENT SOFTWARES ONTO THEIR PHONES-- AND ALSO MAKE IT EASIER TO USE OVERSEAS.

ABC'S BAZI KANANI HAS MORE.

Cellphone unlocking set to become legal again

NEW YORK - Congress has passed a bill that makes it legal to "unlock" cellphones so the devices can -at least in some instances- be used on other carriers.

The law, which President Obama says he looks forward to signing, undoes a move by the Librarian of Congress in 2012. That made it a copyright violation to unlock a phone without the carrier's permission.

The law passed Friday by the House of Representatives makes it legal to unlock phones for personal use at least until the Librarian's next round of rulemaking, next year. The measure was passed earlier by the Senate.

Unlocking typically involves entering codes on the phone. In more difficult cases, the phone needs to

be hooked up to a computer to have new software installed Return to index of stories...

PHONE FREEDOM. A NEW BILL FROM CONGRESS WILL MAKE IT *LEGAL TO "UNLOCK"

YOUR CELLPHONE SO THAT YOU CAN USE IT ON ANOTHER NETWORK WITHOUT YOUR

CURRENT CARRIER'S PERMISSION.

SOT-JOANNA STERN

"If you have an unlocked phone it can be as simple as swapping your phone's

sim card to get service on another carrier."

THE CHANGE COULD EVEN SAVE CONSUMERS A LOT OF MONEY WHEN TRAVELING

INTERNATIONALLY

SOT-JOANNA STERN

"This unlocking freedom is really beneficial to travelers. It means they can

take their phone from the U.S. and get to another country and get local

rates."

UNLOCKING YOUR PHONE CAN BE AS SIMPLE AS TYPING IN A CODE. SOME CARRIERS

ALREADY HELP THEIR CUSTOMERS DO THIS IF THEY MEET CERTAIN REQUIREMENTS.

SOT-JOANNA STERN

"This puts a lot more control in the customer's hands. It doesn't mean they

have to rely on their carrier to unlock their phone."

A CELL PHONE USER CAN UNLOCK THEIR PHONE AT ANY TIME to switch networks, BUT

IF THEY HAVE TO CANCEL THEIR CURRENT CONTRACT, THEY COULD FACE A STEEP

TERMINATION FEE.

PRESIDENT OBAMA SAYS HE LOOKS FORWARD TO SIGNING THE BILL INTO LAW AND WHEN

HE DOES, IT WILL BE EFFECTIVE IMMEDIATELY.

WEATHER-WX CTR

ALEX PRING WAS BORN MISSING PART OF HIS RIGHT ARM.

A smiling little boy - perfectly happy to drive his toy car with one arm.

But his parents - always knew he might ask at some point - if he could

another arm.

hE IS Now 6

And tonight with the help of a team of grad students studying engineering at

the university of central florida -

He has that new arm.

They documented his first moments.

Picking up a football -

nats

And round applause from his fans.

MOM SOT: 01:00:10 "It's a confidence thing. It's going to give him such a

different outlook / He's going to have an idea in his head now that he's

NOT different. because when people pick on him it makes him feel like I can

't do anything about it , but now he'll be able to feel like he can"

The engineering students were determined to make a boy happy. And to prove

something.

That you can build a prosthetic arm ---

And you do it without costing families tens of thousands of dollars.

TEAM LEADER ALBERT MANERO:

SOT Albert Manero,Graduate Student, UCF

"I hope that people look at these other arms that cost 40-thousand dollars if we can do this for just 350 dollars in just 8 weeks - I'm sure

we're going to keep pioneering but I hope people are upset. I mean these

arms should not be costing 40 thousand dollars"

Alex practicing with everything -

A toy duck.

NATS -

"hey I got a toy duck. drops laughs."

His new arm was made ON A 3-D PRINTER much like this one.

RUNNING ON BATTERIES ACTIVATED BY ALEX'S own ARM MUSCLE.

And this afternoon he showed us - what happens when he flexes with his new

arm -

Mom: "can you flex your muscle.

It makes energy opens and close like this. How'sthis.

every day a new milestone.

Offering a wave to world news.

"wave"

But nothing as moving as that first moment-after learning how to control his

new arm.

Turning to his Mom for that first hug with both arms..

ALEX'S MOM: I lost it! I cried

Alyson and Steve Pringe,Alex's Parents "

But Now it's more emotional, because seeing all the things he can do - and

how happy he is - that's a lot. Return to index of stories...

TREATS SHOULD BE A SMALL PART OF YOUR FURRY FRIEND'S DIET. THAT'S BECAUSE THEY CAN PACK ON POUNDS.
