THE AUDIT LOOKED AT SPENDING FROM 20-12 - AND FOUND THAT ONLY TWO POINT SEVEN PERCENT MATCHED AGENCY RECORDS.

THE U-S DEPARTMENT OF INTERIOR SAYS IT DIDN'T REPORT SPENDING -

THEY SAY MANY VETERANS SPEND TIME OVERSEAS --

WASHINGTON - President Barack Obama says even as African nations face challenges, a stronger continent is emerging.

Obama is speaking at the start of a day of discussions centered on security and governance issues in Africa. The talks cap an unprecedented three-day U.S.-Africa summit in Washington aimed in part at boosting American economic ties with Africa.

Obama says the governance talks will focus on accountability, transparency and recognizing human rights. He says the security talks will focus on how the U.S. can be a good partner with Africa, even as the continent's security forces and peacekeepers take the lead in fighting off threats.

"We had dinner, we came out, and I noticed as I passed a car parked in a handicapped spot that there was a child in the backseat, she was unattended, the windows were cracked, it was 91 degrees out and she was sweating profusely."

JEREMY WELCH SAYS HE AND HIS WIFE NINA LOOKED AROUND FOR THE LITTLE GIRL'S PARENTS, ASSUMING THEY WERE STANDING SOMEWHERE NEAR THE CAR, BUT DIDN'T SEE ANYONE.

WELCH SAYS OVER THE NEXT SEVERAL MINUTES, A SMALL CROWD BEGAN TO GATHER CONCERNED ABOUT THE CHILD IN THE HOT CAR.

HE CALLED 9-1-1.

"Finally my wife said, the little girl can't stay in there."

"She opened the car and pulled the child out. The woman with the car next door she got a bottle of water and was giving the little girl some water."

"She's like,' why are you touching my child, why do you have my child?' She explained 'well, you left your child unattended in this hot car so I took her out.'"

WHEN THEY TOLD PASCO THE POLICE HAD BEEN CALLED, WELCH SAYS SHE BLEW UP.

"She became extremely irate and demanded that we hand her child over immediately, and she rushed over and grabbed hold of her child and yanked on her. The child then began crying and my wife said no, 'I am not giving you your child back. You need to wait for police.'"

WELCH SAID HE HAD NO CHOICE BUT TO STEP IN BETWEEN PASCO AND HIS WIFE.WHO WAS HOLDING THE CHILD.

"She continued to slap at me and shove at me and push me to try and get around me and I just stood in her way and told her she couldn't have her child back until the police got there."

Tropical Storm Bertha has become post-tropical and has lost it's tropical characteristics.

The storm is in the open waters of the Atlantic near New England.

The last advisory from the National Hurricane Center has Bertha moving rapidly NE at 31 mph. Maximum sustained winds are down to 50 mph, and the movement of Bertha keeps it away from major land masses.

As the storm moves generally parallel with the eastern American coast it is expected to continue weakening as it advances into the northern Atlantic Ocean.

The last advisory from the National Hurricane Center has Bertha moving rapidly NE at 31 mph. Maximum sustained winds are down to 50 mph, and the movement of Bertha keeps it away from major land masses.

As the storm moves generally parallel with the eastern American coast it is expected to continue weakening as it advances into the northern Atlantic Ocean.

The last advisory from the National Hurricane Center has Bertha moving rapidly NE at 31 mph. Maximum sustained winds are down to 50 mph, and the movement of Bertha keeps it away from major land masses.

As the storm moves generally parallel with the eastern American coast it is expected to continue weakening as it advances into the northern Atlantic Ocean.
