A Charlotte county fire battalion chief under arrest for attacking a teenager.

"He never should have done that"

Nearly 2 weeks ago, battalion chief Jon Miller was stopped at a red light behind this silver Mercedes driven by a teenager. Police say Miller got Out of his car, opened the teens door, grabbed the drivers arm and started yelling at them. When Miller opened the back door, the driver started filming on his cell phone. Miller then snatched the phone and drove off.

"It wasn't smart I don't know what set him off. Who knows what happened prior to that"

The teens tracked the phone to millers home. Miller came out with a gun in his pocket. When the teen rolled down the window, he grabbed the driver by the hair after he tried to open the glovebox to grab his pepper spray.

"That would freak me out if someone started reaching into their glovebox. You don't know what they're doing"

Police came and broke everything up, but didn't make any arrests until they were able to get their hands on the cell phone video the teens took. They say the video shows multiple arguments and Miller grabbing the teens head.

"It's just a bad situation all the way around"

Miller told police he first approached the teens after they attempted to ram his car. He also say one threatened him with a knife, but Police say there were no tire marks in that area to support that.

"We don't know what happened beforehand so everyone was wrong. I think everyone was wrong"

A WOMAN WAS WALKING IN THE AREA TO FEED STRAY DOGS AND FOUND THE BODY PARTS.

THE ANIMAL RECOVERY MISSION CAME OUT--- TO INVESTIGATE.

NORTHWEST MIAMI-DADE, FLA. - An investigation has begun after about 20 horses were found slaughtered in Northwest Miami-Dade.

Richard Couto from the Animal Recovery Mission told 7News that his representatives are investigating the remains of several horses that were found at 17900 NW 129th Ave., Wednesday morning.

The discovery was made by a woman walking in the area to feed stray dogs. "She saw a Chihuahua gnawing on something," said ARM's Rachel Taylor, "so she went to have a look, and it was a leg of a horse. It's not uncommon in this area."

According to ARM, the body parts of at least 20 dead horses were found along the roadway, including severed heads and legs. "It's like this whole area is a graveyard," said Taylor. "That's what's alarming to me."

ARM added that the horse meat is sometimes used for food and other purposes. "They're taking every bit of meat, horse meat for human consumption," said Taylor. "It's also that they're being used for rituals and ceremonies. This one was killed for its meat, but it's also killed for Santeria."

Remains could be seen laying in the grassy area, but others were in bags. "We just slashed them open, and it was tails and hooves and skulls," Taylor said.

Officials said the killings are either recent or months old.

Residents, however, are not surprised. "It's ridiculous that they do this to these animals," said Ruben Ramirez, who works nearby. "I noticed yesterday the bags and all the turkey vultures and was like, 'Wow, I hope it's not horses again.'"

People in the area told 7News that because of how frequently this happens, they are thinking of installing cameras to catch whoever is responsible.

Many of the horses are stolen, ARM said. "It's a huge commodity, huge demand," said Taylor. "It's very underground, though. It's illegal. We made it illegal."

"In seven years of doing this, we've done hundreds of horse slaughters, but in one day, we've done 20 already," Taylor said. "That's crazy. This is like a mass dumping area."

Miami-Dade Police responded at around 11:30 a.m. and have yet to comment on who may be responsible.

ARM investigators said they believe the horses were slaughtered nearby and this scene is just a place to hide the dirty work. "I think people think this has gone away, but clearly it just doesn't. It hasn't gone away," Taylor said.

MONTECITO, Calif. - Anxious family members awaited word on loved ones Wednesday as rescue crews searched for two dozen people missing after mudslides in Southern California destroyed an estimated 100 houses, swept away cars and left at least 15 victims dead.

"It's just waiting and not knowing, and the more I haven't heard from them - we have to find them," said Kelly Weimer, whose elderly parents' home was wrecked by the torrent of mud, trees and boulders that flowed down a fire-scarred mountain and slammed into this coastal town in Santa Barbara County early Tuesday.

The drenching storm that triggered the disaster had cleared out, giving way to sunny skies, as searchers worked carefully in a landscape strewn with hazards.

"We've gotten multiple reports of rescuers falling through manholes that were covered with mud, swimming pools that were covered up with mud," said Anthony Buzzerio, a Los Angeles County fire battalion chief. "The mud is acting like a candy shell on ice cream. It's crusty on top but soft underneath, so we're having to be very careful."

Fifteen people were confirmed dead and two dozen people remained missing, said Amber Anderson, a Santa Barbara County spokeswoman.

"We have no idea where they're at. We think somewhere in the debris field," she said.

Buzzerio led a team of 14 firefighters and six dogs in the debris field, which was spread over 30 square miles. They used long-handled tools to search the muck. By lunchtime, they hadn't found anybody, dead or alive.

Twenty people remained hospitalized, four in critical condition.

The deluge destroyed 100 houses and damaged 300 others, Santa Barbara County authorities said. Eight commercial properties were destroyed and 20 damaged.

Weimer's parents, Jim and Alice Mitchell, didn't heed a voluntary evacuation warning and had decided to stay home Monday to celebrate her father's 89th birthday. She hoped to find them in a shelter or hospital.

"They're an adorable couple, and they were in love with their house. That's their forever home," Weimer said.

People in Montecito, a wealthy enclave of about 9,000 people northwest of Los Angeles that is home to such celebrities as Oprah Winfrey, Rob Lowe and Ellen DeGeneres, had counted itself lucky last month after the biggest wildfire in California history spared the town. But it was the fire that led to the mudslide, by burning away vegetation.

"We totally thought we were out of the woods," said Jennifer Markham, whose home escaped damage in both disasters. "I was frozen yesterday morning thinking, 'This is a million times worse than that fire ever was.'"

Another storm-related death was reported in Northern California, where a man was killed when his car was apparently struck by falling rocks in a landslide Tuesday evening in Napa County.
